Frequently asked questions
Can you still apply today for funding for photovoltaic parks under the Modernisation Fund?
No. The production call under Key Programme 1 of the Modernisation Fund accepted projects on MySMIS2021 between 25 April 2024, 09:00, and 23 July 2024, 17:00. The Ministry of Energy has not so far announced a new call window for this call.
What budget did the call for new renewable energy capacity have?
The production call had 400 million euro: 100 million euro for wind, 120 million euro for solar under 5 MW, 80 million euro for solar over 5 MW and 100 million euro for hydro. Together with the self-consumption call (415 million euro), the total budget was 815 million euro.
What is the maximum aid a beneficiary can receive?
According to the Ministry of Energy, non-refundable state aid is up to 20 million euro per beneficiary. Projects were selected through competitive bidding, based on the price requested in euro/MW.

By when must the funded projects be completed?
Under Order of the Minister of Energy no. 619/2026, published in Official Gazette no. 565 of 9 July 2026, commissioning must take place after the funding contract is signed, but no later than 31 December 2028.
Which costs were eligible?
Eligible costs were the purchase of new installations and equipment for electricity generation capacity from solar, wind or hydro sources, and the construction works that form part of the project.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?

A scheme of 56.9 million euro from the Modernisation Fund. It funds up to 100% of eligible costs for M1, M2 and M3 electric vehicles replacing polluting vehicles. The scheme has been approved (OMTI 742/2026, 817/2026), but the guide and the calls have not yet been published.

The Ministry of Energy is offering 150 million euro from the Modernisation Fund for new stand-alone battery storage installations owned by companies with CAEN code 35. The aid covers up to 100% of eligible costs, with a maximum of 69,000 euro/MWh and 15 million euro per company.
Opening soone-MOVE RO — charging infrastructure for zero-emission mobility
Non-refundable state aid of 262 million euro from the Modernisation Fund for electric charging stations for fleets and the public, with photovoltaics and storage. It is awarded through competitive tenders. The scheme has been approved, but the call has not yet been launched.
