Who can apply
Measure 1: micro-enterprises and SMEs registered in Romania, regardless of CAEN code, replacing M1/M2 vehicles they have owned for at least one year. Measure 2: road passenger transport operators (micro, SMEs and large enterprises) with CAEN code 4931, 4932 or 4933, replacing M1, M2 or M3 vehicles they have owned and operated for at least one year.

Frequently asked questions
Can an e-DRIVE project be submitted now?
No. The e-DRIVE scheme was approved by OMTI 2291/2025, as amended by OMTI 742/2026 and OMTI 817/2026. However, as of 27 September 2026 the Ministry of Transport and Infrastructure had not published the applicant's guide or any call for proposals. The submission period will be announced on the official MTI website.
What is the e-DRIVE programme budget?
The total budget is 56,900,000 euro from the Modernisation Fund. Measure 1 (de minimis aid for SMEs) has 15,000,000 euro, and measure 2 (state aid for passenger transport operators) has 41,900,000 euro. MTI estimates approximately 500 beneficiaries.
Who can apply for e-DRIVE?
Under measure 1, micro-enterprises and SMEs registered in Romania, regardless of CAEN code, can apply if they are replacing M1 or M2 vehicles they have owned for at least one year. Under measure 2, road passenger transport operators, including large enterprises, with CAEN code 4931, 4932 or 4933 can apply.
How much can you receive per vehicle through e-DRIVE?
Under measure 1, the aid for an electric M1 car is up to 30,000 euro, and the total de minimis aid is up to 300,000 euro per single undertaking over 3 years. Under measure 2, the additional cost compared with a conventional vehicle is funded, up to 30,000 euro for an M1, with a ceiling of 4,000,000 euro per beneficiary.
Which vehicles are eligible under e-DRIVE?
Only new vehicles are eligible, battery-electric and rechargeable from an external source, in categories M1, M2 and M3. The new vehicle must be in the same category as the vehicle it replaces. The old vehicle must be scrapped within 60 days of receiving the new one.
By when must an e-DRIVE project be implemented?
The implementation period cannot go beyond 30 June 2030. The scheme applies until 31 December 2028, and payments can be made until 31 December 2030. After implementation, the beneficiary must maintain the investment for 5 years.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?

The Ministry of Energy is offering 150 million euro from the Modernisation Fund for new stand-alone battery storage installations owned by companies with CAEN code 35. The aid covers up to 100% of eligible costs, with a maximum of 69,000 euro/MWh and 15 million euro per company.

Non-refundable state aid of 262 million euro from the Modernisation Fund for electric charging stations for fleets and the public, with photovoltaics and storage. It is awarded through competitive tenders. The scheme has been approved, but the call has not yet been launched.
Call window opene-Mobility RO, sub-measure 1 — charging stations for electric vehicles on motorways, expressways and TEN-T national roads
Non-refundable state aid of up to 100%, from the Modernisation Fund, for fast and ultra-fast charging stations on motorways, expressways and TEN-T national roads. The call has a budget of €49.5 million, and applications are submitted in MySMIS 2021 until 27 November 2026, 23:59.
