Modernisation Fund — stand-alone battery storage installations
The Ministry of Energy is offering 150 million euro from the Modernisation Fund for new stand-alone battery storage installations owned by companies with CAEN code 35. The aid covers up to 100% of eligible costs, with a maximum of 69,000 euro/MWh and 15 million euro per company.

Who can apply
Micro-enterprises, SMEs and large enterprises whose articles of association include activities under CAEN division 35 (production and sale of electricity). Newly established companies may also apply, provided they have a subscribed and paid-up share capital of at least 100,000 lei. The applicant must be registered with the ONRC (Trade Register) in Romania by the signing of the funding contract at the latest. Projects may only be submitted individually, without partnerships.

Frequently asked questions
Until when can projects for stand-alone battery storage be submitted?
Funding applications are submitted on the MySMIS2021 platform (https://mysmis2021.gov.ro/) between 1 September 2026, 12:00, and 30 October 2026, 14:00. Projects submitted outside this period are automatically rejected.
How much can a company receive for a battery storage installation?
The aid may cover up to 100% of eligible costs, but no more than 69,000 euro per MWh of installed storage and no more than 15,000,000 euro per enterprise, regardless of the number of projects submitted. The amount is granted in lei, at the rate of 1 euro = 5.2434 lei.
Who can apply to the 150 million euro call for stand-alone batteries?
Enterprises of any size, including newly established ones, whose articles of association include activities under CAEN division 35, can apply. Newly established companies must have a subscribed and paid-up share capital of at least 100,000 lei. Partnerships are not accepted.
What technical conditions must the storage installation meet?
The installation must be new and stand-alone, with an installed capacity of at least 1 MW and a capacity-to-power ratio of at least 2:1, meaning at least two hours of operation at installed capacity. It must have a dedicated technical connection permit, its own grid connection and dedicated metering, with no direct link to a producer or a consumer.
How are projects selected?
Selection is by competitive bidding. The selection criterion is the amount of state aid requested in euro per MWh of installed storage, so a lower request per MWh improves your chances of funding.
Can I start works or order the batteries before submission?
No. If works begin before the application is submitted, the project is excluded. This includes the first firm commitment to order equipment. Buying land, obtaining permits and the feasibility study are not considered the start of works.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?
