Who can apply
Only local public authorities of the commune type (UAT) within the LAG (GAL) territory can apply: Berzunți, Buhoci, Cleja, Faraoani, Letea Veche, Livezi and Nicolae Bălcescu. The investment must be carried out within the LAG territory. Companies and NGOs cannot apply under this intervention. LAG (GAL) Confluențe Moldave territory (these localities only): Berzunți, Buhoci, Cleja, Faraoani, Letea Veche, Livezi, Nicolae Bălcescu.

Frequently asked questions
Who can submit projects in the LAG (GAL) Confluențe Moldave Smart village call?
Only the communes (UAT) within the LAG (GAL) territory: Berzunți, Buhoci, Cleja, Faraoani, Letea Veche, Livezi and Nicolae Bălcescu. Eligibility is proven with the tax registration certificate showing the status of local public authority – commune.
What is the submission period and where do you submit?
Submission starts on 21 October 2026 at 09:00 and ends on 19 November 2026 at 23:59 (30 calendar days). Funding applications are submitted online at www.afir.ro.
What is the maximum funding amount and the support rate?
The call window allocation is 43,000 euro, and the maximum non-refundable amount per project is also 43,000 euro. The support rate is 100% of eligible costs, so no private co-financing is required.
How are projects selected and what is the minimum threshold?
Selection is based on scoring, with a maximum of 100 points and a minimum threshold of 20 points. The criteria are: absence of construction and assembly works, the public value of the project, and experience in European projects. In the event of a tie, priority goes to the project whose improved access benefits the larger rural population.
What documents are required from the commune?
The required documents include: the Local Council decision on implementing the project, the land register extract and the inventory of public domain assets. Also required are an extract from the local or county strategy showing alignment with the smart village concept, plus the technical and economic documentation (SF/DALI/justification memorandum), depending on the type of project.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?
We tell you before any contract is signed, and if another suitable programme exists, we point you to it.
