Who can apply
The local authorities (UAT) of the towns and communes of Ilfov county, Bucharest Municipality and the Capital's sectors. Central or local public institutions can also apply, as can partnerships between these entities and intercommunity development associations (ADI). Private companies are not eligible applicants; they can only take part as designers, consultants or builders, through public procurement.

No. As of 3 October 2026, the call is listed as "in preparation" on the ADR Bucharest-Ilfov website. The public consultation on the guide ended on 4 September 2026, and the ADR calendar estimates opening in October 2026 and closing in March 2027.
What is the budget of the call for new NZEB+ public buildings in Bucharest-Ilfov?
The total budget of the PR BI P3/3.3/1/2026 call is €8,945,000, of which €3,578,000 comes from the European Regional Development Fund (ERDF). The maximum value per project will be set in the final guide.
Can the communes in Ilfov apply too?
Yes. The ADR Bucharest-Ilfov calendar lists the UAT of communes among the eligible applicants. Alongside them, towns, Bucharest Municipality, the Capital's sectors, central or local public institutions, partnerships between them and ADIs can apply.
Can a private company obtain funding through the NZEB+ call of PR Bucharest-Ilfov?
Not directly. The call is intended for public authorities and institutions. Design, construction or consultancy firms can work on projects only as suppliers, under public procurement contracts.
What does NZEB+ mean in this call?
NZEB+ means new public buildings with energy performance above the NZEB standard, that is, above the level of nearly zero-energy buildings. The projects have a demonstration role and must also comply with the programme's New European Bauhaus methodology: architectural quality, sustainability and accessibility for the community.
How is the project submitted and where can I find the guide?
Submission will be made through MySMIS2021, after the final guide is published. The August 2026 guide and annexes, as well as the earlier March 2026 version, are published on the call page on regiobucuresti-ilfov.ro, in PDF and editable formats.
