PR Bucharest-Ilfov 3.3: €8.945 million for new NZEB+ public buildings, opening estimated in October

What does the call fund?
Action 3.3 funds the construction of new public buildings with energy performance above the NZEB standard (nearly zero-energy buildings). Hence the name “NZEB+”. ADR Bucharest-Ilfov says the programme promotes the principles of the New European Bauhaus by “supporting the construction of new NZEB+ public buildings with a demonstration role”. Projects must therefore show more than energy efficiency. Architectural quality, sustainability and accessibility for the community also matter, in line with the programme's NEB methodology.
For local authorities, this is a rare opportunity. Most calls for public buildings fund the energy renovation of existing buildings, not the construction of new ones.
Who can apply?
According to the call schedule published by ADR Bucharest-Ilfov, the following can apply:
- UATs of towns and communes in Ilfov county;
- the Municipality of Bucharest and the Capital's sectors;
- central or local public institutions;
- partnerships between these entities and intercommunity development associations (ADI).
Private companies are not eligible applicants. However, they can take part as designers, consultants or contractors, through public procurement contracts.
How and by when do you apply?
Submission will be made through MySMIS2021, after the final guide is published. The indicative ADR Bucharest-Ilfov schedule provides for the call to open in October 2026 and close in March 2027. The exact dates and times have not yet been announced. The maximum value per project, the co-financing rate and the scoring criteria in the final version must be checked in the approved guide. Until launch, the August 2026 version may be amended following the comments received in the consultation.
The guide put out for consultation covers call 3.3 together with the New European Bauhaus calls under Priority 7 (actions 7.1 and 7.3, for urban regeneration, public spaces and leisure infrastructure). All are built on the same NEB methodology.
What has changed since spring?
The call was first published in March 2026, with a deadline for comments of 30 April. In August, ADR Bucharest-Ilfov published a new version of the guide and its annexes and reopened the consultation, from 17 August to 4 September 2026. Both versions, the March one and the August one, are available on the call page so that they can be compared.
What this means for your business
The recommendations below are the opinion of our consultants, not official conditions of the call.
- Project maturity makes the difference. The estimated submission window, of about five months, is short for a new building. Town halls that already have the land legally clarified, a design brief and at least one feasibility study under way will have a real advantage.
- NZEB+ requires integrated design from the outset. Energy performance above the NZEB level must be considered from the concept stage: envelope, orientation, installations, renewable sources. These solutions are hard to add at the end.
- The New European Bauhaus component is not a formality. Read the programme's NEB methodology. It emphasises community consultation and the quality of the space, and these aspects must be documented in the funding application.
- The budget is small for new construction. At €8.945 million for the whole region, few projects will probably be funded. Competition will be decided by the quality and maturity of the documentation.
