TechUp România — state aid for research and production in advanced technologies (HG 643/2026)

The TechUp România scheme has a budget of 5.313 billion lei (2026–2032) and funds companies that carry out research and development in advanced technologies and then take the results into production. Eligible costs are between 5 and 50 million lei. Submission has not yet opened.

TechUp România: 5.313 billion lei for companies with research and production projects of 5–50 million lei

Who can apply

Companies registered in Romania, whether SMEs or large firms, can apply with projects in the fields listed in Annex 1 to HG 643/2026: - advanced computing, artificial intelligence, microelectronics and digital infrastructure; - biotechnology, agritech and precision health; - green energy, storage and climate technologies; - mobility, space and autonomous systems; - advanced materials and industrial production (Industry 4.0); - cybersecurity. Conditions for the applicant: - it has share capital of at least 5,000 lei; - it is not in difficulty; - it is not subject to enforcement proceedings, insolvency or bankruptcy; - it has not relocated its activity to the site where the investment is made in the two years before the application. Category A covers autonomous enterprises without sufficient own resources, which cover their contribution only with risk capital and/or from business angels. Category B covers all other firms. These must have had a return on turnover above zero in at least one of the last three financial years and positive equity in the last closed financial year.

Frequently asked questions

When can applications for TechUp România be submitted?

The date has not been announced. Under Article 18(2) of HG 643/2026, registration of applications for funding approval starts on the date communicated by the Ministry of Finance on its website. First, the applicant's guide must be approved by order of the Minister of Finance.

What is the budget of the TechUp România programme?

The total budget is 5.313 billion lei, or about 1.05 billion euro, for 2026–2032. On average, that is about 759 million lei per year. Of the total, 2.656 billion lei is regional investment aid and 2.657 billion lei is aid for research and development.

What value must a TechUp project have?

Eligible costs, excluding VAT, must be between 5 and 50 million lei. At least 2 million lei is for research and development (component I) and at least 3 million lei for investment in production or services (component II).

What is the aid intensity under TechUp?

For research and development, aid is 50% for industrial research and 25% for experimental development. In assisted regions, a bonus of 15 or 5 percentage points is added, and the grant can be combined with a 200% tax deduction. For production, the regional aid intensity of the county where the investment is made applies (Annex 2 to HG 643/2026).

What financial conditions must the company meet?

The company must have share capital of at least 5,000 lei and must not be in difficulty, subject to enforcement proceedings, insolvent or bankrupt. Category B companies must have had a return on turnover above zero in at least one of the last three financial years and positive equity in the last financial year. The own contribution is at least 25% for each component.

Can I start the project before submitting the application?

No. The aid has an incentive effect only if the company sends the Ministry of Finance a written aid application before the project starts (Article 12 of HG 643/2026). A project started before the application is not eligible.

How long does it take to prepare the application?

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.

What happens if I do not qualify?
