Who can apply

Only public entities that have signed partnership agreements with ADR South-East under the ELENA project "Energy Efficiency for Public Buildings in the South-East Region" (SEEE-PB) can apply. This includes local authorities (UAT) (communes, towns, municipalities, counties), public institutions of local or county interest, state educational institutions and partnerships between them. Public buildings are eligible, including those with historic monument status.

Local authorities (UAT) in Prahova can obtain between 200,000 and 15,000,000 euro in non-refundable funding per project for the energy renovation of blocks of flats. The budget is 18.68 million euro (PDDTJ). Applications must be submitted by 3 February 2027, 17:00.
