Who can apply
Only county-level administrative-territorial units (UAT) from Bihor, Bistrița-Năsăud, Cluj, Maramureș, Satu Mare and Sălaj, together with the Special Telecommunications Service (STS), can apply. Town and commune town halls cannot apply on their own, although the public consultation version included them. They remain the end users of the applications and can join the county council's project.

- For STS: establishing and operating the Centre of Excellence in Digitalisation and Innovation (CEDI)

Frequently asked questions
Can a commune or town hall in the North-West apply on its own under call PRNV/2026/222/1?
No. The guide published on 7 August 2026 accepts only county-level UAT and the Special Telecommunications Service (STS). Towns and communes benefit as users of the Regional Data Centre applications, through the county council's project. For this reason, town halls should now ask to be included in their county's project.
What is the submission deadline for call 222 of PR North-West?
Applications must be submitted in MySMIS2021/SMIS2021+ by 30 October 2026, 10:00. Submission opened on 1 September 2026, 10:00. As of 3 October 2026, ADR North-West had not announced any deadline extension.
How does call 222 relate to the North-West Regional Data Centre?
Call PRNV/2025/221/1, which closed on 27 February 2026, funded the establishment of the North-West Regional Data Centre. Call 222 extends the centre's applications to the administrations of the six counties. Through STS, it also funds the Centre of Excellence in Digitalisation and Innovation, which ensures the operation and maintenance of the applications.
What is the call's budget and how has it changed since the public consultation?
The call's budget is €33 million. In the public consultation of 26 September – 17 October 2025, the budget was €30 million and the beneficiaries were the towns and communes of the region. In the final guide, the beneficiaries are only the county-level UAT and STS.
Can IT companies in the North-West obtain funding from this call?
IT companies cannot submit funding applications under call 222. They can work as suppliers for the county councils and STS, through public procurement, once the projects have been contracted.
What strategy condition must projects meet?
Projects must be consistent with the development strategy of the county or town, with the Regional Strategy for Sustainable Urban Mobility and Smart Cities of the North-West Region, or with other applicable strategies listed in the guide. The project must not duplicate processes already funded under call 221.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?
