Who can apply
Public healthcare units that are developing or have developed, under IBRD Loan Agreement No 9253-RO (ratified by Law No 298/2021), the structures provided for in Article 2(a) of Order of the Minister of Health No 476/2017. The call covers Pius Brînzeu County Clinical Emergency Hospital Timișoara and Târgu Mureș County Clinical Emergency Hospital. The eligibility condition was reworded ("are developing/have developed") following a request that the burns centre should not have to already exist in the approved organisational structure at the time of submission.

Funding applications can be submitted between 2 September 2026, 17:00, and 30 October 2026, 14:30, under call PS/1194/PS_P3/OP4/RSO4.5/PS_P3_RSO4.5_A7 of the Health Programme 2021–2027.
What is the budget of the call for equipping the burns centres in Timișoara and Târgu Mureș?
The budget is EUR 185 million from the ERDF. The amount was increased from EUR 25.18 million in the version put out for consultation, at the request of the Ministry of Health. The reason: the total value of the equipment for the two centres is approximately EUR 185 million.
Who can apply for funding for burns and major burns centres?
Public healthcare units that are developing or have developed, through the IBRD loan, the burns structures provided for in Article 2(a) of OMS No 476/2017 can apply. The call covers Pius Brînzeu County Clinical Emergency Hospital Timișoara and Târgu Mureș County Clinical Emergency Hospital.
Can ICUs (ATI), operating theatres or emergency departments (UPU) also be equipped?
Yes, structures that care for critical patients (ICUs (ATI), operating theatres, emergency departments (UPU) and the oxygen stations serving them) can also be equipped. However, the project must also include equipment for the burns centre. Projects that equip only the support structures are not eligible.
Are consumables and maintenance eligible?
In general, consumables are not eligible. The exception is those for the installation, calibration, testing and commissioning of equipment, for a maximum of 3 months. Extended maintenance is eligible only if it is part of the procurement contract. Servicing and upgrades after the project is completed are not eligible.
Can the training of major burns centre staff be funded?
No. The call is financed from the ERDF, and professional training and exchanges of experience are ESF+-type activities, and therefore ineligible. Training of staff for burns patients is delivered through the national project PROTEGO (SMIS 348413), financed from the ESF+.
How long does it take to prepare the application?
