The European Commission's second EDIP call has €275 million for companies in the EU and Norway that are increasing their defence production. Who can apply

Legal entities from EU Member States and Norway that want to increase their defence production capacity. The call targets manufacturers that already have a production line or a defence-qualified product and can demonstrate a measurable increase in capacity. Suppliers of sub-assemblies, machining, composites or electronics can apply directly or alongside a larger integrator. Rules on entity control, financial and operational capacity and grounds for exclusion apply.

  • Increasing capacity for guidance and propulsion electronics, RF and laser modules, multispectral cameras and avionics
  • Printed circuit boards (PCBs), substrates for integrated circuits and critical semiconductor components
  • Lithium-ion polymer batteries and power electronics for defence products
  • Production of artillery systems, armoured vehicles, fixed-wing and rotary-wing aircraft, unmanned systems and counter-unmanned systems, and naval systems
  • Forging, machining, key subsystems, composite materials, assembly and integration
  • Optional: physical protection of the site, including against drones
  • Optional: cybersecurity of production networks, in line with the NIS2 Directive

Can Romanian companies apply to the EDIP call for industrial consolidation?

Yes. The call is open to legal entities from EU Member States and Norway that are increasing their defence production capacity. You must meet the eligibility and entity control conditions in the call document, which generally include restrictions on control exercised from third countries.

What is the maximum grant per project in the EDIP call?

For key electronic components, the maximum EU contribution is €20 million per project. For platforms and finished products, the maximum is €30 million per project. The total budget of the call is €275 million.

How much of the investment does the EU cover through EDIP?

The lump-sum grant covers up to 35% of eligible costs. The rate can reach 50% if the project meets the conditions for the increased rate set out in the regulation and the call document. The remaining at least 50–65% of the investment must be covered by the company.

What is the submission deadline for EDIP proposals?

The call has been open since 17 June 2026, and the submission deadline is 16 February 2027. Submission is exclusively electronic, via the European Commission's Funding & Tenders portal, in a single stage.

How is the EDIP lump-sum grant paid?

The amount is set at the proposal stage and is paid according to the completion of project milestones, not on the basis of reimbursing each invoice. The project therefore needs a very clear milestone plan, and milestones not achieved mean lost money.

How long can an EDIP industrial consolidation project last?

The indicative duration of projects is 3–5 years. Projects must be completed by 31 December 2033 at the latest.

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.

What happens if I do not qualify?
