The call funds companies in the Member States and Norway that are expanding their defence production capacity. What do the two topics fund?
Key electronic components (EDF-EDIP-P-2027-LS-IRA-KEC). Funding goes to capacity increases for guidance and propulsion electronics, RF and laser modules, multispectral cameras, avionics, printed circuit boards (PCBs) and substrates for integrated circuits, lithium-ion polymer batteries, power electronics and critical semiconductor components. All of them must be intended for defence products: unmanned systems, missiles, C4ISR systems.
Platforms and end-products (EDF-EDIP-P-2027-LS-IRA-PE). The topic covers artillery systems, armoured vehicles, fixed-wing and rotary-wing aircraft, unmanned and counter-unmanned systems, and naval systems. Forging and machining, key subsystems, composite materials, assembly and integration can be funded. Optionally, the project may include physical protection measures for the site (including against drones) and cybersecurity of production networks, in line with the NIS2 Directive.
The Commission expects tangible increases in EU production, shorter delivery times, more secure supply chains and trained staff. The indicative project duration is 3–5 years, with completion no later than 31 December 2033.
Who can apply?
Legal entities from the Member States and Norway that want to increase their manufacturing capacity can apply. The detailed eligibility conditions are in sections 5–7 of the call document: eligible countries, rules on entity control, financial and operational capacity, and grounds for exclusion. Defence regulations usually include restrictions on control exercised from third countries. For this reason, your shareholding structure should be checked against the call text before any other preparation.
Each proposal must show how critical the targeted product is and how important the production capacity in question is. It must also include a solid risk management plan: safety, supply chain, obsolescence, industrialisation.
How does the funding work and when must you apply?
Funding is awarded as a lump-sum grant: the amount is set at the proposal stage and paid according to the completion of milestones, not on the basis of reimbursing each invoice. The EU contribution starts at 35% of eligible costs and can reach 50% if the conditions for the increased rate are met. These conditions are set out in the regulation and in the call document. The remaining at least 50–65% of the investment must be covered by the company.

Where does the call fit within EDIP?
EDIP is an EU initiative worth €1.5 billion. Industrial reinforcement actions are its largest component: over €700 million across four calls. The first call for companies from the EU and Norway (energetics components: powders, explosives, propulsion, warheads) has already closed. In parallel, there are separate calls under the Ukraine Support Instrument, intended for production in and for Ukraine.
What this means for your business
Our recommendation: the call is designed for manufacturers that already have a production line or a defence-qualified product and can demonstrate a measurable increase in capacity. It is not a start-up scheme. Romanian suppliers of subassemblies, machining, composites or electronics can take part either directly or alongside a larger integrator. The grant covers only part of the costs, so the financing of the rest must be secured from the outset.
- Check your company's shareholding and control against the conditions in the call document as early as possible. It is the most common cause of rejection in defence programmes.
- Prepare concrete data: current capacity, target capacity, delivery times, customers and contracts or letters of intent from the armed forces or integrators.
- A lump-sum grant project requires a very clear plan by milestones. Milestones not achieved mean money lost.
- Allow time for the security aspects (classified information, site protection), which may require national approvals.
