Who can apply
Individuals with prosumer status, who produce energy from renewable sources, consume part of it and can feed the surplus into the grid. The energy at the implementation site must be used for household needs; consumption for economic activities must be metered separately. The applicant has no debts to the state budget and local budgets and does not receive other public funds for the same costs. Installation companies take part only as installers validated by AFM (CAEN 4321, ANRE type B certification, at least 12 months' experience).
What it covers
- Purchase of the battery (at least 10 kWh, lead-free: Li-Ion, LiFePO4, Na-Ion or equivalent; warranty of at least 5 years; at least 5,000 cycles)
- Installation of the storage system
- Commissioning
- VAT on eligible costs
We prepare your application before the window opens
- We analyse whether you qualify and under which programme exactly.
- We build the application: business plan, budget, supporting documents.
- We submit during the call window and follow the evaluation.
- We stay with you through the reimbursement file and final payment.
Frequently asked questions
How much does AFM provide for a battery under the prosumer programme?
AFM funds at most 75% of the total project value, but no more than 15,000 lei, VAT included. The calculation starts from a standard cost of 1,500 lei for each kWh of installed storage capacity, VAT included. The battery must have at least 10 kWh.
Who can apply under the AFM battery programme?
Only individuals who already have prosumer status can apply, that is, those who produce energy from renewable sources, consume part of it and can feed the surplus into the grid. The applicant must have no debts to the state budget and local budgets and cannot receive other public funds for the same costs. The energy must be used for household needs; consumption for economic activities must be metered separately.
When are applications submitted for the AFM battery programme?
The guide was approved by Order No 1,904/2026, published in Monitorul Oficial No 775 of 14 September 2026. As of 12 October 2026, the enrolment window had not yet been announced. The window dates and the allocated amount are set by order of the AFM president and published on the AFM website. Installers are validated first.
Does it matter who submits their application first?
No. Applications are scored out of a maximum of 100 points: up to 50 for the percentage of own contribution and up to 50 for the battery capacity (2.5 points for each kWh). Projects are funded in descending order of score, within the window's budget. Those that do not fit are not carried over to a later window.
Which batteries and costs are eligible?
Eligible costs are the purchase of a storage system of at least 10 kWh, installation, commissioning and the associated VAT. The battery must be lead-free (Li-Ion, LiFePO4, Na-Ion or an equivalent technology), with a warranty of at least 5 years, at least 5,000 charge-discharge cycles and a battery management system (BMS). The hybrid inverter is not eligible.
Which documents are required at enrolment and how long do I have to install?
At enrolment you need an identity document, tax clearance certificates (from the state and from the town hall), the prosumer contract, the grid connection certificate and an electricity bill issued within the last 6 months. The battery must be installed by an AFM-validated installer within 12 months of the publication of the list of approved applicants. The deadline can be extended to 18 months if the update of the grid connection certificate was requested within the first deadline.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?
We tell you before any contract is signed, and if another suitable programme exists, we point you to it.
