Programme sheet · Opening soon AFM battery programme: storage of renewable energy for individual prosumers The funding guide for the AFM energy storage programme was approved by Order of the Minister of Environment No 1,904/2026 and published in Official Gazette No 775 of 14 September 2026. Individual prosumers can receive up to 75% of the project value, but no more than 15,000 lei including VAT, for a battery of at least 10 kWh. To date, the Environment Fund Administration has not announced the call window dates. Installers are validated first, and only then can applicants register.
In brief
- Programme: Programme for the installation of storage systems for electricity produced from renewable sources
- Authority: Environment Fund Administration (AFM), under the Ministry of Environment, Waters and Forests
- Beneficiaries: individuals with prosumer status, for household consumption; installation companies take part as validated installers
- Value per project: maximum 75% of the total value, up to 15,000 lei including VAT; standard cost of 1,500 lei/kWh of installed capacity, including VAT
- Minimum capacity: 10 kWh
- Selection: by score (maximum 100 points), not in order of registration
- Submission period: not yet announced; it will be set by order of the AFM president
- Status: final guide in force since 14 September 2026; the call windows have not yet opened
Who can receive the funding?
The applicant is an individual who meets all of the conditions in Article 15 of the guide:
- has prosumer status, that is, produces electricity from renewable sources, consumes part of it and can supply the surplus to the grid;
- uses the energy at the implementation site for household needs, not for commercial or professional activities. Professional consumption must be metered separately;
- has no debts to the state budget or local budgets;
- has not received and is not receiving other public funds for the same eligible costs.
The guide does not make funding conditional on not having previously installed a battery. The prohibition only concerns double funding of the same costs. Each person may submit only one application per call window.
Which batteries and which costs are eligible?
The storage system must meet the requirements of Article 16:
- capacity of at least 10 kWh;
- Li-Ion, LiFePO4, Na-Ion or other equivalent lead-free technology;
- warranty of at least 5 years and a minimum of 5,000 charge-discharge cycles;
- battery management system (BMS) that monitors temperature, voltage and currents.
Eligible costs are the purchase of the battery, installation and commissioning, plus the related VAT. The hybrid inverter is not an eligible cost: if the photovoltaic installation does not have one, it can be fitted by the time the battery is commissioned at the latest, but at the beneficiary's own expense.
How is the score calculated?
Applications are ranked automatically on two criteria, each worth a maximum of 50 points:
- Own contribution: the percentage borne by the applicant converts directly into points, up to 50.
- Battery capacity: the number of kWh multiplied by 2.5, up to 50 points. The maximum score is reached from 20 kWh upwards.
Worked example: a 10 kWh battery receives 25 points for capacity. If the project costs 20,000 lei and AFM covers 75%, that is 15,000 lei, the own contribution is 25%. That adds another 25 points, so 50 in total. If the same 15,000 lei of funding goes into a 30,000 lei project with a 20 kWh battery, the own contribution rises to 50%. The project thus obtains 50 + 50 = 100 points. In the event of a tie, the deciding factors are, in order, the contribution, the capacity, then the date and time of registration. Projects that do not fit within the call window's budget are not carried over.
How and when do you apply?
Article 9 provides that the AFM president approves, by order, the call windows and the amounts allocated to each. All information is published on afm.ro. The stages are as follows:
- Validation of installers. Legal entities authorised under CAEN code 4321 (electrical installation work) can be validated, provided they hold a valid ANRE type B authorisation (or an authorisation that includes type B competences) and have at least 12 months' seniority at the time the validation application is submitted. Companies must not be insolvent or in dissolution and must have no tax debts.
- Registration of applicants in the online application. You upload the funding application generated by the platform, an identity document, tax compliance certificates (state and local), the prosumer contract, the updated connection certificate and an energy bill no more than 6 months old.
- List of approved applicants. From the moment it is published, each beneficiary has 90 days to choose a validated installer.
- Implementation takes 12 months from publication of the list. The period extends to 18 months if the updated connection certificate was requested within the first 12 months.
- Settlement. The installer submits the application, the invoice and the updated connection certificate. AFM transfers the funding directly to the installer's treasury account within a maximum of 60 days. The beneficiary pays the installer only the own contribution.
A one-year monitoring period follows from the issue of the updated connection certificate.
What this means for your business
Consultant's recommendation: for electrical installation companies, the first stage is the one that matters. Without validation in the installers' call window, you cannot receive any money from the programme. Check now your CAEN code 4321 and your ANRE type B authorisation: they must be valid and have at least 12 months' seniority when the validation application is submitted. Also prepare your tax certificate. The money comes directly from AFM, within 60 days at most of settlement, so plan your cash flow for the stock of batteries.
If you are an entrepreneur with panels on your home, the programme applies to you as an individual, not as a company. Panels on company premises are not eligible. Prepare your prosumer contract and tax certificates in good time. Also work out whether a higher own contribution or a larger battery is worthwhile: at 20 kWh and a 50% contribution you obtain the maximum score. A common pitfall is the inverter. If your current installation does not have a hybrid inverter, the cost of a new one is not reimbursed.
For funding aimed at companies, use the eligibility check.
Frequently asked questions
Have registrations for the battery programme opened?
No. As of 12 October 2026, AFM has not published the order setting the call window dates. The first window is the one for validating installers. Applicants can register only after that.
Can I apply through a company or a PFA?
No. Beneficiaries are only individual prosumers, and the energy must be used for household consumption. Companies take part only as validated installers.
Does it matter who registers first?
No. Applications are ranked by score, and the order of registration matters only in the event of a tie, after contribution and capacity.
Do I receive the money in my account as a beneficiary?
No. AFM pays the funding directly to the validated installer. The beneficiary pays only the difference, that is, the own contribution.
Can I receive funding if I already have a battery?
The guide does not explicitly exclude applicants who already have a battery. However, it prohibits double public funding for the same costs, and the new system must meet all the technical requirements.
