What does the call fund?

According to the Managing Authority, the call funds investment in normal and high-power charging infrastructure for light and heavy electric vehicles, located along county roads in the South-Muntenia region. The implementation area may be urban or rural.

The guide put out for public consultation in October 2025 grouped eligible costs into four categories:

  • tangible assets: equipment, installations and fittings for setting up and operating the stations;
  • intangible assets: software, licences and similar rights needed for operation;
  • construction and installation works, including connection to the electricity grid and the creation of the associated parking spaces;
  • road safety measures on the county road: pavements, lay-bys, dedicated lanes, markings, speed limiters, lighting, retroreflective materials.

The final guide was published on 31 March 2026, when the call was launched. The exact list of eligible costs, the technical requirements for the stations (power, number of charging points) and the selection criteria must be checked in this version, not in the consultation one.

Who can apply?

Territorial administrative units (UAT) from the counties of Argeș, Călărași, Dâmbovița, Giurgiu, Ialomița, Prahova and Teleorman can apply: county councils, municipalities, towns and communes. They can apply alone or in partnership with each other. Private companies are not eligible applicants in this call.

The condition that makes the difference is location: the stations must serve traffic on county roads. A project for a car park in a town centre, with no link to a county road, risks falling outside the call.

How and by when do you apply?

Funding applications are submitted electronically, through MySMIS2021, between 2 June 2026, 08:00, and 2 December 2026, 14:00. The call is competitive, so projects are assessed and ranked after submission, not in order of arrival. At the time of checking, there were about 60 days left until closing.

Official timeline of the call:

  • 15 October – 6 November 2025: public consultation on the guide;
  • 12 November 2025: publication of the consultation responses;
  • 31 March 2026: launch of the call and publication of the final guide;
  • 2 June – 2 December 2026: submission of projects.

What this means for your business

The recommendations below are the consultant's opinion, not official conditions.

The budget is small for a region with seven counties: at the maximum value of €300,000, it covers about eight projects. With 60 days left, a project without technical documentation already under way is hard to finish on time. Town halls and county councils that want to apply should check the following now:

  • land: the right over the site next to the county road (public ownership or administration) and the land register situation;
  • grid connection: a technical connection approval, or at least a discussion with the distribution operator about the available power, because delays can arise here;
  • technical and economic documentation: the stage required by the guide (feasibility study or DALI) and the council decision approving the indicators;
  • partnership: if the station is on a county road within a commune's built-up area, a county council–commune partnership can link the site to the road administrator.

The 0% co-financing applies to eligible costs. Ineligible costs and any budget overruns remain the beneficiary's responsibility and must be provided for in the local budget. If your company is private and wants charging stations, this call is not suitable for you; see the national programme e-Mobility RO or the eligibility check.

Frequently asked questions

Does the town hall have to contribute its own money?

For eligible costs, no: the official call page indicates 0% co-financing from the beneficiary. Ineligible costs, such as works exceeding the guide's ceilings, are however paid from your own budget.

Can a small commune apply on its own?

Yes. Communes are eligible applicants individually, just like towns, municipalities and county councils. The condition is that the investment concerns charging infrastructure along a county road in the South-Muntenia region.

Can private companies or charging station operators apply?

No. The call is intended exclusively for territorial administrative units and partnerships between them. Private companies should look for other programmes, for example national ones for charging infrastructure.

What are the minimum and maximum amounts per project?

The non-refundable value is a minimum of €50,000 and a maximum of €300,000 per project, from the call's total budget of €2,470,588.24.

Until when can I apply?

By 2 December 2026, 14:00, through MySMIS2021. The call is competitive, so submitting earlier earns no extra points, but it leaves time to correct any technical errors on the platform.
