Romania is set to receive in full the €2.62 billion grant under the National Recovery and Resilience Plan (PNRR) for payment request no. 4, according to the announcement made by the Minister of Investments and European Projects, Dragoș Pîslaru. This amount is one of the most important PNRR funding tranches and gives the national economy a welcome breathing space, especially after the suspicions and difficulties surrounding previous payments (payment requests 2 and 3 had their payments temporarily suspended).

The outcome of this payment request is a clear confirmation that Romania is starting to manage EU funds more efficiently and to meet the criteria set by the European Commission for their use. Minister Pîslaru stressed that this request is "clean", meaning the documentation is complete and compliant, with no irregularities that could lead to the funds being blocked.

SMEs can access these funds for investments in green technologies, energy efficiency, digitalisation or the development of production capacity. Infrastructure and healthcare projects receive substantial amounts for modernisation and investments that increase the resilience of those systems.

Documentation and criteria for a successful payment request

Experience with previous requests shows that the success of submitting and obtaining approval for a payment request depends very much on the quality of the documentation and supporting justifications. Since requests 2 and 3 were suspended precisely because of certain non-conformities, the minister stressed the importance of impeccable documentation that clearly presents the eligible costs, the results achieved in line with the investment plan and compliance with the PNRR conditions.

Interested companies must make sure that all supporting documents, invoices, and technical and financial-accounting reports are drawn up correctly and transparently, and that they comply with the provisions of the European regulations. Close cooperation with the Authority for the Administration of State Assets and the other bodies that manage the PNRR is recommended in order to avoid any discrepancies.
