Programme sheet · Opening soon PR North-East — completing unfinished education investments under the PNRR (call PR/NE/2026/6/RSO4.2/1) On 14 October 2026, the Managing Authority for the North-East Regional Programme 2021–2027 put the guide for the call PR/NE/2026/6/RSO4.2/1/INVATAMANT_PNRR out for public consultation. The call has €36 million to complete education investments started with PNRR money and left unfinished after the funding contracts were terminated. Only the applicants and projects in Annex 1 of the guide can receive funding, at 100% of the eligible value. Comments must be submitted by 21 October 2026.
In brief
- Programme: North-East Regional Programme 2021–2027, Priority 6 – An educated region
- Authority: PR North-East Managing Authority (ADR North-East)
- Beneficiaries: exclusively the applicants and projects in Annex 1 – List of applicants and projects
- Total budget: €36,000,000 (€23,400,000 ERDF and €12,600,000 national contribution)
- Intensity: 100% of the eligible value, with no applicant contribution to eligible costs
- Public consultation: 5 working days, until 21 October 2026
- Status: guide under consultation; the submission period has not been announced
Who can receive funding?
The call is not open to everyone. According to the announcement, only the applicants and projects listed in Annex 1 of the guide are eligible, and they must meet three conditions cumulatively:
- they signed a funding contract under PNRR, which was unilaterally terminated no later than the end of the technical and financial evaluation stage;
- they have in force at least one works and/or supply contract related to the investment, concluded on or after 1 January 2021;
- the investment has not been completed.
The call covers early-years, primary, lower-secondary, upper-secondary, vocational and dual education institutions, as well as university education. If your institution's project is in this situation, the first thing to check is whether it appears on the list in Annex 1.
Which costs are eligible?
The funding covers only the activities and costs needed to complete the investment. They must not overlap with costs already funded or reimbursed under PNRR. The guide under consultation includes the following types of intervention:
- creation, modernisation and extension of education institutions;
- their equipping and furnishing;
- digitalisation of educational infrastructure;
- sports infrastructure;
- school transport with electric vehicles and their charging;
- smart workshops and vocational campuses;
- structural strengthening and accessibility upgrades of buildings.
The minimum and maximum value per project, the type of call and the submission system do not appear in the announcement. They must be checked in the guide and will be confirmed in the final version.
How are comments submitted and what happens next?
The guide and its annexes can be downloaded from regionordest.ro. Comments are submitted through the ADR North-East online form by 21 October 2026. The consultation lasts only 5 working days, so time is very short.
After the consultation, the final guide and the opening date for submissions will be published. So far, these dates have not been announced.
What this means for your authority
Our recommendation for local authorities (UAT) and education institutions in the North-East Region that had PNRR contracts terminated:
- Check Annex 1 immediately. If your project is not on the list, it cannot receive money from this call. If it should be there, the consultation running until 21 October is the moment to flag it.
- Clearly separate what has been reimbursed under PNRR. The evaluation will look for overlaps. A cost estimate showing exactly the remaining works, together with the statements of works already paid, is the basis of the funding application.
- Review your ongoing works contracts. To be eligible you must have in force at least one works and/or supply contract concluded on or after 1 January 2021. A terminated contract does not meet this condition, so check the status of each contract (suspended, terminated, ongoing).
- Watch out for ineligible costs. The 100% funding applies only to the eligible value. What falls outside it, for example unrecognised price adjustments or works unrelated to completion, usually falls to the beneficiary.
We can review the guide and your project's situation together before the deadline for comments. For an initial orientation you can also use the eligibility check.
