Who can apply?
According to the official announcement, the only eligible applicants are the three county-seat municipalities of the West Region: Deva, Reșița and Timișoara. Each may apply alone or in partnership with:
- local public institutions;
- non-governmental organisations accredited as social service providers, with at least 2 years of experience.
Other local councils in the region, for example Arad or the smaller towns, are not eligible under this call. For them, Priority 9 does not currently offer a separate call, according to the pages consulted.
What is funded?
The call has a precise target group: young people leaving the special protection system. They will rent the homes bought through the project. The eligible activities announced are:
- buying individual homes (houses or apartments) to be rented to these young people;
- furnishing the homes with furniture and household appliances;
- complementary social services: counselling, assistance, and developing independent living skills;
- activities supporting administrative capacity, information and publicity.
The project is not just about buying properties. The home must come with services that help the young person become independent. That is why the partnership with an accredited social service provider is, in practice, a central part of the project.
How and by when do you apply?
The call is non-competitive, with a submission deadline. The submission window opened on 1 October 2026 at 12:00 and closes on 1 February 2027 at 12:00. The full guide can be found on the ADR Vest portal, in the Priority 9 section. The official pages consulted do not show the allocation for each municipality, the minimum or maximum value of a project, or the co-financing rate. These details must be taken directly from the guide before you budget the project.
What this means for your business
The call directly concerns only three local councils. Even so, other organisations around them are also interested. Our recommendations:
- For the three municipalities: the almost four months remaining are short for a property acquisition project. You should start now by identifying suitable homes on the market, valuing them and preparing local council decisions, as well as determining how many young people will leave the system in the coming years. The data can be requested from the DGASPC.
- For accredited NGOs: a partnership with the municipality is the route to funding. Check that you have at least 2 years of experience and a valid accreditation. Also prepare a concrete service proposal: counselling, mentoring, employment support.
- The common pitfall: in social housing projects, sustainability is the part that evaluators check most closely. Show who will manage the homes after the project ends, how tenants will be selected and who will fund the services.
- For suppliers (property developers, furniture and appliance companies): purchases will be made through public procedures, after the funding contracts are signed.
For other programmes your organisation may qualify for, you can use the eligibility check.
