PoIDS: €12.8 million for victims of human trafficking, applications 26 October–25 January Programme sheet · Opening soon PoIDS 8.2 — integrated services and crisis centres for victims of human trafficking

The Managing Authority for the Social Inclusion and Dignity Programme (PoIDS) has launched the competitive calls "Integrated services for victims of human trafficking". The total allocation is 12,820,716.12 euro. The money goes to crisis centres and to services dedicated to victims of human trafficking, including children. Applications are submitted in MySMIS2021 from 26 October 2026, 16:00, until 25 January 2027, 16:00. The following can apply: the general directorates for social assistance and child protection (DGASPC), accredited public social service providers, specialised NGOs and the line ministry.

  • Coverage: more developed regions (Bucharest-Ilfov) and less developed regions
  • Submission period: 26 October 2026, 16:00 – 25 January 2027, 16:00, in MySMIS2021

What is funded?

The calls have two components, one for each fund:

  • infrastructure (ERDF): developing the infrastructure of crisis centres for victims of human trafficking, which is needed for accommodation services;
  • services (ESF+): integrated services for victims, complementing the accommodation.

The target group is made up of victims of human trafficking and child victims of trafficking. The official page does not say how the money is split between the two components, nor what the minimum and maximum values per project are. These details are in the Applicant's Guide – Specific Conditions, published as an archive on the call page, and must be checked there before you budget your project.

Who can apply?

The guide allows four categories of applicants:

  1. general directorates for social assistance and child protection at county level or at the level of the Bucharest municipality sectors;
  2. accredited public social service providers;
  3. non-governmental organisations specialised in assisting victims of human trafficking and child victims of trafficking;
  4. the Ministry of Labour, Family, Youth and Social Solidarity.

This call is relevant for county councils even if they do not apply themselves: DGASPCs are subordinate to them, and a new centre means premises, authorisations and staff that the county must provide even after the project ends.

How and by when do you apply?

Applications are submitted electronically, in MySMIS2021, between 26 October 2026, 16:00, and 25 January 2027, 16:00. The call is competitive, so projects are ranked by score, not approved in order of arrival. The guide went through public consultation in July–August 2026. The authority's responses to comments were published on 19 October 2026 and are worth reading: they show how the Managing Authority interpreted applicants' questions.

What this means for your business

Our recommendation for DGASPCs and NGOs:

  • Start with the premises. For the infrastructure component, ownership or administration rights and the technical documentation take the most time. Three months for submission pass quickly if you do not already have the building.
  • Link infrastructure to services. A crisis centre without a team and without accredited services is a risk at evaluation and for sustainability. Plan the licensing of the social service now.
  • NGOs need proof of specialisation. The guide requires organisations specialised in assisting victims of trafficking. Prepare concrete evidence: articles of association, previous projects, beneficiaries assisted, collaboration with ANITP or with DGASPCs.
  • Do not leave submission to the last day. MySMIS2021 gets congested close to the deadline, and documents signed electronically by several partners require coordination.

If you are not sure whether your organisation qualifies, you can start with the eligibility check.

Frequently asked questions

Can a town hall apply for centres for victims of human trafficking?

The town hall does not appear as such in the published list. The following can apply: county or sector DGASPCs, accredited public social service providers, specialised NGOs and the Ministry of Labour. An accredited public social assistance service organised at local level may fall into the category of accredited public providers. Check the exact definition in the specific guide.

How much can a project receive?

The official call page gives only the total allocation, of 12,820,716.12 euro. The minimum and maximum values per project are in the Applicant's Guide – Specific Conditions, which you should consult before setting the budget.

Until when can I apply?

Until 25 January 2027, 16:00. The MySMIS2021 system opens on 26 October 2026 at 16:00.

Does it fund only construction?

No. The ERDF component funds the infrastructure of crisis centres for accommodation, while the ESF+ component funds integrated services for victims.
