What does the call fund?
According to the North-West ADR announcement, the call supports research and development (R&D) and technology transfer infrastructure, so that players in the innovation system have access to specialised premises and equipment. The stated objectives are:
- increasing the innovation capacity of SMEs in the region;
- better access for SMEs to R&D and technology transfer infrastructure;
- the adoption of advanced technologies;
- developing the local business ecosystem and skills.
The minimum and maximum value of a project, the aid intensity and the detailed list of eligible costs do not appear in the text of the announcement. They are in the documentation put out for consultation and may change in the final version of the guide.
Who can apply?
The official announcement does not list the categories of applicants; it says only that the call is aimed at players developing R&D and technology transfer infrastructure in the innovation ecosystem. The exact list (for example, whether accredited technology transfer entities, universities, research organisations or partnerships with companies can apply) is in the guide in the archive published on regionordvest.ro. For SMEs, the announced advantage is mainly access to this infrastructure and its services. The announcement does not indicate that companies would be direct applicants.
On the same consultation page, the North-West ADR has archived a different document, also with code 114: "Clujana – Regional Innovation Hub", put out for consultation in August 2026. Do not confuse them: the guide published on 20 October is the general one for the innovation and technology transfer ecosystem.
How do you send comments and what happens next?
- Download the guide and annexes from the consultation page of the North-West Regional Programme (regionordvest.ro/consultare).
- Send your proposals up to and including 10 November 2026, by e-mail to regio@nord-vest.ro or through the online form on the same page.
- After the consultation, the North-West ADR publishes the final guide and announces the submission period. These dates have not yet been announced.
What this means for your business
Our recommendation: at 100 million euro, this is one of the largest innovation calls in the region. The consultation is the moment when conditions can still change, so it is worth using.
- Technology transfer entities, universities and institutes in the North-West: read the eligibility and selection criteria now, check that your accreditations and documents proving ownership of premises are in order, and send comments if a condition excludes you without good reason.
- Innovative SMEs: even if you will not be applicants, the guide shows you what infrastructure and services will appear in the region. A collaboration agreement or a letter of intent with a future beneficiary may carry weight in the evaluation, if the final guide awards points for the involvement of companies.
- Common pitfall: an R&D infrastructure project without a credible plan for use by companies and without clear tariffs for services is hard to defend, especially on the state aid side. Prepare the analysis of demand from SMEs early.
If you are not sure which category your organisation falls into, you can start with the eligibility check.
