AFM takes over funding of more than 500 strategic projects in water, sewerage and waste management

The Environment Fund Administration (AFM) has taken over the funding of more than 500 major projects in the water, sewerage and waste management infrastructure sector, initially included in the National Recovery and Resilience Plan (PNRR). This decision is part of a government mechanism designed to support the implementation of projects while meeting the deadlines and milestones agreed with the European Commission.

Background to the decision

Several of the projects funded through the PNRR were at risk of not being completed on time, which could have led to the loss of EU funding. To avoid this, the Romanian Government adopted an Emergency Ordinance under which the funding of the more than 500 projects is taken over by AFM, an institution specialised in managing environmental funds.

What AFM taking over the funding means

  • Securing the funds: AFM ensures the financial continuity of the projects, allowing them to be implemented to the required standards and within the deadlines set.
  • Specialised management: The Administration has solid expertise in the environmental field, facilitating efficient and transparent monitoring of investments.
  • Greater flexibility: The system allows project strategies to be adapted to market developments and the needs of the communities served.

The importance of water and waste management projects

The projects concerned are essential for the development of Romania's vital infrastructure, with a direct impact on quality of life and public health. The investments focus on:

  • Modernising and extending drinking water supply and sewerage networks;
  • Improving wastewater collection and treatment systems;
  • Optimising solid waste management and recycling processes.

These measures will reduce the risks of contamination, help protect the environment and support Romania's transition to sustainable practices in the field of natural resources.

What comes next for entrepreneurs and local authorities

With AFM taking over these projects, the entrepreneurs involved in the infrastructure works and local authorities benefit from a more stable framework for funding and implementation conditions. Works are therefore expected to speed up, and the available resources to be managed more efficiently.

In conclusion, moving the funding to AFM is a strategic step that creates the conditions for the successful completion of key environmental projects. It contributes to Romania achieving its goals on sustainable development, environmental protection and better public water and sanitation services.
