Creative Europe MEDIA 2027 — European Film Sales: fund for film sales agents (CREA-MEDIA-2027-FILMSALES)

The CREA-MEDIA-2027-FILMSALES call opens on 29 April 2027 and closes on 17 June 2027 at 17:00 (Brussels time). Submission is exclusively electronic, through the European Commission's Funding & Tenders portal, in a single stage.

Each applicant generates a "potential fund" of up to €800,000, calculated from three components: a base fund of €20,000, a fund proportional to the paying admissions for European non-national films in the catalogue in 2026 (capped per film at 300,000, 100,000, 75,000 or 16,000 admissions, depending on the country), and €1,000–5,000 per film for cinema sales in countries outside MEDIA. The fund is reinvested, and costs are reimbursed at a rate of 70%.

A company established in a country fully participating in the MEDIA strand and majority-owned by nationals of those countries, which acts as the producer's intermediary and commercially exploits the film by licensing it to distributors. For each film, the agent must be appointed directly by the producer under a written international sales contract with the right to sell in at least 10 MEDIA countries. Companies from Romania are eligible.

In minimum guarantees or advances for the international sales rights of eligible European non-national films (maximum 75% of the direct reinvestment budget) and in the promotion, marketing and advertising of these films. Reinvestment is made in a maximum of 5 different films, over a project duration of 12–24 months.

Fiction films (including animation) or documentaries of at least 60 minutes, with first copyright established no earlier than 2023, produced mainly by producers established in MEDIA countries, with more than 50% of the production budget financing coming from MEDIA countries and with significant participation of professionals from these countries.

The potential fund is calculated on performance in the reference year 2026: paying admissions must be obtained between 1 January and 31 December 2026, and the €20,000 base fund requires that in 2026 the agent acquired cinema rights for 2 films and had 2 eligible European films distributed in a non-national territory.
