Two two-stage Horizon Europe Cluster 6 calls have €63 million across five topics: circular economy, water and plant health. Consortia receive €5–6 million per project. The calls open on 4 February 2027, and stage 1 closes on 8 April 2027.

Who can apply
International consortia made up of entities eligible under Annex B of the Horizon Europe Work Programme. Each topic has its own conditions. CIRCBIO-01 requires at least 5 distinct living labs as beneficiaries (at least 2 demonstration sites and 3 replication sites, one of which in a widening country), linked to local or regional authorities, plus a multi-actor approach. Under CIRCBIO-02, projects must involve economic operators, local authorities and civil society organisations. CLIMATE-01 and FARM2FORK-01 require a multi-actor approach. FARM2FORK-02 requires a multi-actor approach and at least three independent entities from African Union member states.

Frequently asked questions
When can projects be submitted to the two-stage Cluster 6 calls in 2027?
Both calls, HORIZON-CL6-2027-01-two-stage and HORIZON-CL6-2027-02-two-stage, open on 4 February 2027. Short proposals for stage 1 are due by 8 April 2027. Full proposals for stage 2 are due by 16 September 2027 for Call 01 and by 14 September 2027 for Call 02.
What is the budget of the calls and how much does a project receive?
The total budget is €63 million: €28 million for Call 01 and €35 million for Call 02. The EU contribution per project is fixed: €5 million for CIRCBIO-01, €6 million for CIRCBIO-02, €5.5 million for CLIMATE-01 and €6 million for FARM2FORK-01 and FARM2FORK-02.
What does a two-stage call mean?
In stage 1 you submit a short proposal. Only the consortia that pass the evaluation of this stage are invited to submit the full proposal in stage 2.
Can an organisation from Romania take part?
Yes. Entities from EU member states are eligible under Annex B of the Work Programme. Under CIRCBIO-01, one of the living lab replication sites must be in a widening country, and Romania is one.
What special conditions apply to the topic on agriculture in Africa (FARM2FORK-02)?
The consortium must include at least three independent legal entities established in African Union member states, and the multi-actor approach is mandatory. Financial support to third parties is capped at 30% of the proposed budget.
Which topics are funded through a lump sum?
CIRCBIO-01, CLIMATE-01, FARM2FORK-01 and FARM2FORK-02 use lump sum grants. CIRCBIO-02 uses the classic Horizon Europe cost-based (budget-based) grant.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?
