Four Horizon Europe Cluster 5 calls (climate, energy, mobility) for 2027, with 30 topics and around €530 million, open between 17 November and 15 December 2026. You apply in European consortia, and the first deadline is 4 March 2027.

Who can apply
Any legal entity can take part: energy, battery and transport companies, universities, research institutes and public authorities, as partners or coordinators. The standard rule requires a consortium of at least three independent entities from three different countries. At least one must be from an EU Member State, and the others from other Member States or associated countries. Entities from Romania are eligible for funding. CSA and CoFund actions can also be submitted by a single entity, unless the topic provides otherwise. Entities established in China are not eligible for innovation actions (IA).

When can projects be submitted to the 2027 Horizon Europe Cluster 5 calls?
The CLIMATE call (HORIZON-CL5-2027-01) opens on 17 November 2026 and has a deadline of 4 March 2027. The BATTERIES and ENERGY call (2027-02) opens on 3 December 2026 and has a deadline of 31 March 2027. The MOBILITY call (2027-03) opens on 15 December 2026 and has a deadline of 14 April 2027. The two-stage BATTERIES and MOBILITY call (2027-04) also opens on 15 December 2026: the first stage has a deadline of 14 April 2027, and the second 7 October 2027. All deadlines are at 17:00 Brussels time.
What is the budget of the Cluster 5 calls opening at the end of 2026?
Together, the four calls have an indicative budget of around €530 million: €123 million for climate, €222.98 million for batteries and energy, €131 million for mobility and €53 million for the two-stage call on batteries and mobility. The amounts depend on the approval of the EU budget for 2027.
Can a company from Romania apply alone to Cluster 5?
As a rule, no. RIA and IA actions require a consortium of at least three independent entities from three different countries: at least one from an EU Member State, and the others from other Member States or associated countries. Only coordination and support actions (CSA) and CoFund actions can be submitted by a single entity, unless the topic provides otherwise. Entities from Romania are eligible for funding.
What percentage of costs does Horizon Europe fund in Cluster 5?
Research and innovation actions (RIA) and coordination and support actions (CSA) are funded at up to 100%. For innovation actions (IA), companies receive a maximum of 70%, while non-profit entities receive up to 100%. CoFund actions are funded at between 30% and 70%. Indirect costs are added to these, as a flat rate of 25% of eligible direct costs, excluding subcontracting and financial support to third parties.
How much can a Cluster 5 project receive in the 2027 calls?
The indicative EU contribution varies by topic. The lowest is around €0.38 million, for the CSA supporting the SET Plan geothermal groups. The highest is around €43 million, for a single wave and tidal energy project. Many topics offer between €3 million and €10 million per project. Amounts other than the indicative ones may also be requested.
How long does the evaluation of an application submitted to Cluster 5 take?
Unless the topic provides otherwise, the evaluation result arrives about 5 months after the submission deadline, and the grant agreement is signed after about 8 months. For two-stage calls, the first-stage result arrives after about 3 months, and the agreement is signed about 8 months after the second-stage deadline.
