Who can apply
Industrial firms, SMEs, start-ups and spin-offs, universities and research institutes, organised in European consortia. Romanian firms and organisations are eligible, as Romania is an EU Member State. The eligibility and consortium composition rules are those in the General Annexes to the work programme. Some topics have their own conditions: at most 6 independent entities for FTRI, and the intellectual property requirement for "Proof of market".

Frequently asked questions
When can projects be submitted to the Horizon Europe Cluster 4 INDUSTRY 2027 calls?
The calls HORIZON-CL4-2027-01, HORIZON-CL4-2027-02-two-stage and HORIZON-CL4-2027-06 open on 13 October 2026. The submission deadline, or the first stage for the two-stage call, is 2 February 2027 at 17:00 Brussels time. For the two-stage call, the full proposal must be submitted by 2 September 2027.
Can a Romanian firm apply alone to Cluster 4 INDUSTRY?
No, the topics are designed for European consortia. Even the "Proof of market" topic requires a small consortium of spin-offs, start-ups or SMEs. The exact composition rules are in the General Annexes to the work programme and in the text of each topic.
What is the smallest funded project and who is it for?
Topic MAT-PROD-49 "Proof of market" offers €200,000 each for 24 projects, out of €4.7 million. It is aimed at small consortia of spin-offs, start-ups and SMEs that want to take the results of Cluster 4 or LEIT projects under Horizon 2020 to market. At least one applicant must hold the intellectual property rights or a letter of commitment from the owner, and the proposal is limited to 10 pages.
How does the two-stage call MAT-PROD-32 work?
Topic MAT-PROD-32 funds renewable energy and energy management in process industries, with €52.5 million for 6 projects of €7–9 million. You first submit a short proposal by 2 February 2027. If you pass the first stage, you submit the full proposal by 2 September 2027.
What is the INDUSTRY-FTRI call and who is it suited to?
The call HORIZON-CL4-2027-06 (FTRI) has €33.6 million across two topics: MAT-PROD-61 (€20 million, breakthrough innovations in industrial technologies) and MAT-PROD-62 (€13.6 million, the chemical industry). A project receives at most €2.5 million, the consortium has at most 6 independent entities, and projects reach at most TRL 4. It suits small teams with ideas still at laboratory level.
Can the conditions of the calls still change?
Yes. The Commission postponed the opening to 13 October 2026 because of the update to the Horizon Europe work programme, which is due to be published on the portal on 5 October 2026. Until then, the topic texts may be amended, so check the final text on the Funding & Tenders portal before you start drafting.
