Horizon Europe Cluster 1 Health — 2027 calls (HORIZON-HLTH-2027-01 and HORIZON-HLTH-2027-02)
On 29 October 2026 the European Commission opens the 2027 Horizon Europe health calls: 14 topics, €528.2 million in total, between €3 and €11 million per project. International research consortia, hospitals, companies and public authorities can apply. Deadline: 17 February 2027.

The guide has not been published yet, but good applications are built before launch. Those who start when the call window opens usually miss out on it.
Who can apply
International consortia made up of universities, hospitals, research institutes and companies. SME participation is encouraged. Organisations from Romania can be partners or coordinators, under the conditions set out in the general annexes to the work programme. For topics DISEASE-10 and DISEASE-07, entities from the USA can also receive funding. For the pre-commercial procurement topic ENVHLTH-MISSCLIMA-03, the consortium may include hospitals, care services, municipalities, civil protection and government agencies.

Frequently asked questions
When can projects be submitted to the Horizon Europe Health 2027 calls?
The calls HORIZON-HLTH-2027-01 and HORIZON-HLTH-2027-02 open on 29 October 2026. For single-stage topics and for stage 1 of the two-stage topics, the deadline is 17 February 2027. Full proposals for stage 2 must be submitted by 16 September 2027.
What budget do the 2027 Cluster 1 Health calls have?
In total €528.2 million. The single-stage call HORIZON-HLTH-2027-01 has €341.6 million for 10 topics, and the two-stage call HORIZON-HLTH-2027-02 has €186.6 million for 4 topics.
How much funding can a project receive?
Between €3 million and €11 million per project, depending on the topic. For example: €3–4 million for chronic diseases in children and young people, €6–8 million for cell-free protein synthesis platforms, €9–11 million for antivirals and €10–11 million for the exposome and climate.
Can a company or hospital from Romania apply?
Yes. Organisations from EU Member States, including Romania, can take part as partners or coordinators in international consortia, under the eligibility conditions in the general annexes to the work programme. SME participation is explicitly encouraged.
What does the "blind" evaluation in stage 1 mean?
For the two-stage topics, stage 1 proposals are evaluated without identifying the applicants. The summary and Part B must not include organisation names, acronyms, logos or the names of team members.
What type of funding is awarded?
Most topics are research and innovation actions (RIA). Point-of-care diagnostics (IND-02) is an innovation action (IA), and adapting health systems to climate (ENVHLTH-MISSCLIMA-03) is a pre-commercial procurement (PCP). The topics in the two-stage call use lump sum grants.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
