Who can apply
Public or private legal entities established in EU Member States, including their overseas countries and territories, or in Norway, Iceland and Liechtenstein, can apply. Natural persons are not eligible, except those carrying out self-employed activities without a separate legal personality. The target group differs from one topic to another. AI4SME is aimed at SMEs, start-ups, academia and research, the public sector, NIS2 entities and providers of AI-assisted functionalities. COORDPREP is aimed at public bodies designated by the Member State, such as NIS2 competent authorities and CSIRTs. The NCC topic is reserved for the national coordination centres recognised by the Commission and their consortium partners. REGCABH requires at least 2 independent beneficiaries from 2 eligible countries, and the consortium must include competent public authorities from at least two Member States of the sea basin concerned.

Frequently asked questions
What is the deadline for submitting projects to the ECCC call DIGITAL-ECCC-2027-DEPLOY-CYBER-11?
The call opened on 1 September 2026, and the submission deadline is 14 January 2027, 17:00 CET (Brussels time). Applications are submitted electronically only, on the European Commission's Funding & Tenders portal. Evaluation takes place in February–March 2027, results are communicated in April 2027, and contracts are signed around October 2027.
How much can a project receive under the AI4SME topic for SMEs?
Under AI4SME, the indicative EU contribution is between 3 and 5 million euro per project, from a total budget of 20 million euro. AI4SME is a support action for SMEs: they receive 75% of eligible costs, and the other participants 50%. The remainder is covered from own sources.
Can a company from Romania apply to this call?
Yes. Public or private legal entities established in an EU Member State, including Romania, or in Norway, Iceland and Liechtenstein, can apply. All topics carry security restrictions: the company cannot be controlled, directly or indirectly, from an ineligible country. Each participant submits a declaration on ownership and control.
What is the funding rate under the €96 million ECCC call?
The CYBERAI, COORDPREP, NCC, EULEG and DUALUSE topics are simple grants with 50% funding of eligible costs. REGCABH (regional hubs for submarine cables) exceptionally has 70%. Under AI4SME, SMEs receive 75% and the other participants 50%.
Can I submit a single project for several topics of the call?
No. Each application must cover a single topic. If you want to apply for several topics, submit a separate application for each. Part B, the technical description, is limited to 70 pages.
How long do the funded projects last?
The indicative duration is 24 months for the COORDPREP topic and 36 months for CYBERAI, AI4SME, REGCABH, NCC, EULEG and DUALUSE. Other durations are also accepted, and extensions are possible by amendment, if justified.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?
We tell you before any contract is signed, and if another suitable programme exists, we point you to it.
