Creative Europe 2027 — European cooperation projects and the circulation of literary works

On 22 September 2026 the European Commission announced a budget of €402 million for Creative Europe in 2027, the final year of the programme. Two calls are coming for publishers and cultural organisations: literary translation (autumn 2026) and European cooperation, worth €61 million (Q1 2027).

Who can apply

Organisations from the cultural and creative sectors can apply, including publishers, NGOs and creative businesses. For the literary translation call (under the 2026 rules), organisations from the publishing and book sector can apply, either alone or in a consortium with at least two eligible organisations. Individuals, including freelance translators, cannot apply.

What is the Creative Europe budget for 2027?

The European Commission has allocated €402 million to the Creative Europe programme for 2027, the last year of implementation before the new AgoraEU programme. Of this amount, €61 million is earmarked for European cooperation projects.

When does the Creative Europe literary translation call open?

The European Commission has announced that the "Circulation of European literary works" call will be published in autumn 2026. The submission deadline has not yet been communicated. For comparison, the 2026 call had a deadline of 29 January 2026, 17:00 (Brussels time).

When is the European cooperation call for 2027 launched?

The call for European cooperation projects, with a budget of €61 million, will be published in the first quarter of 2027. There will be three types of project: small-scale, medium-scale and large-scale.

How many partners are needed in a European cooperation project?

Small-scale projects need at least 3 partners from 3 different eligible countries, medium-scale projects at least 5 partners from 5 countries, and large-scale projects at least 10 partners from 10 countries. All projects can last up to 48 months.

Can a freelance translator apply to Creative Europe?

No. Only organisations active in the cultural and creative sectors can apply; individuals cannot. For literary translation, publishers and other organisations in the book sector can apply, either alone or in a consortium of at least two organisations, and translators are paid through their project.

How many books must be translated in a literary translation project?

Under the rules of the 2026 call, a project must include at least 5 eligible works of fiction. Small projects have a minimum of 5 translations, medium projects a minimum of 11, and large projects (consortia only) a minimum of 21. The conditions for 2027 will be confirmed by the guide for the new call.

How long does it take to prepare the application?

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.

What happens if I do not qualify?
