CINEA is accepting applications for CB RES status until 6 October 2026, 17:00 (Brussels time). The status does not bring money directly. Without it, however, cross-border renewable projects cannot apply for funding for works and studies under CEF Energy.

CEF Energy CB RES: the last call for cross-border green energy project status, until 6 October

Who can apply

Promoters of renewable energy projects built on a cooperation mechanism between two or more Member States, or between Member States and third countries, can apply. The accepted mechanisms are those in Articles 8, 9, 11 and 13 of Directive (EU) 2018/2001. You need a signed cooperation agreement or written statements from the participating states. If the agreement is not signed by the application date, a letter of support is accepted, and a template is provided in the call documents. The main element of the project must be a renewable energy generation installation. Through a cost-benefit analysis, the project must show that it brings greater net socio-economic benefits than the scenario without cooperation.

What it covers

  • Obtaining official CB RES status and inclusion on the list of CB RES projects adopted by the European Commission
  • Subsequent eligibility for funding of works and studies under the CB RES window of CEF Energy
  • Eligible technologies: onshore and offshore wind, solar, sustainable biomass, ocean energy, geothermal, or combinations of these (hybrid solutions)
  • Projects are not limited to the electricity sector. They may also cover other energy carriers, as well as coupling with heating/cooling, power-to-gas, storage and transport
  • Components that can be included: grid connection of onshore installations; connection of offshore installations to the transmission grid, only if the connection is owned by the developer of the installation and is not part of a PCI/PMI project; co-located storage (Article 2(44d) of Directive 2018/2001); electrolysers directly connected to the renewable installation, which convert renewable electricity into hydrogen
  • Components that cannot be included: electricity transmission infrastructure and its components (for example conversion stations, substations); interconnection lines; hydrogen transport and storage infrastructure, including liquefied or embedded hydrogen (ammonia, e-methanol); storage directly connected to high-voltage transmission lines or to distribution lines of 110 kV or more
  • Additional benefits: greater visibility at EU level, stronger support from Member States, more confidence from investors

Frequently asked questions

Until when can applications for CB RES status be submitted in 2026?

The 6th CINEA call for CB RES status opened on 29 June 2026. Applications are submitted on the dedicated CB RES platform, with an EU Login account, until 6 October 2026, 17:00 (Brussels time). Questions sent after 22 September 2026 will not be answered.

Does CB RES status bring funding?

Not directly. However, CB RES status is mandatory for projects seeking EU funding for studies and works under the CB RES window of the CEF Energy programme. Projects that obtain the status in this call will be able to apply to the last CEF Energy CB RES call for studies and works, expected in 2027. For reference, the CEF-E-2026-CBRENEW call had €150 million.

What types of projects can obtain CB RES status?

Renewable energy projects built on a cooperation mechanism (Articles 8, 9, 11 or 13 of Directive (EU) 2018/2001) between Member States or between Member States and third countries. The main element must be a generation installation: onshore or offshore wind, solar, sustainable biomass, ocean energy, geothermal or hybrid solutions.

Which documents must be submitted?

In addition to the application form, four annexes must be submitted: the CBA tool (Excel), the annex to the form with the CBA report (Word), the written statements of the participating states or the signed cooperation agreement, and the sustainability/DNSH file. If the agreement is not signed, a letter of support can be used, for which an optional template is available in the call documents.

What must the cost-benefit analysis show?

The cost-benefit analysis must show that the cross-border project brings greater net socio-economic benefits than a comparable national project, that is, the scenario without cooperation. The CBA assesses seven indicators against this counterfactual scenario. Deviations from the standard methodology are permitted if justified.

When will the CB RES list resulting from this call be published?

CINEA estimates that the European Commission will adopt the CB RES list resulting from the 6th call by May/June 2027. Currently, after the update of 1 October 2026, the list has 15 projects, including WIND, a 650 MW onshore wind farm developed by Ukraine and Romania.

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.

What happens if I do not qualify?
