PR South-Muntenia: €71.6 million for urban mobility in county seats, deadline 20 January 2027

The call has a budget of €71,644,243.94, and a project may have an eligible value of between €500,000 and €25 million, with non-refundable funding of up to €24.5 million. The deadline was extended by Corrigendum No. 3, published on 9 July 2026.

Who can apply?
According to the call page, eligible applicants are the administrative-territorial units of the county-seat municipality type in the South-Muntenia region. The region has seven counties: Argeș, Călărași, Dâmbovița, Giurgiu, Ialomița, Prahova and Teleorman.
The county-seat municipality may also apply in partnership. In that case it is the project lead, and the partners are towns or communes in its functional urban area. This also allows funding of investments that go beyond the municipality's administrative boundary, for example a public transport line or a cycle path to a neighbouring commune.
Which investments are funded?
The guide divides the indicative actions into five categories:
- A. Public transport and mobility management: establishing, developing and optimising public transport systems, including rolling stock, clean urban vehicles and the necessary infrastructure; traffic management systems, mobility-as-a-service (MaaS) applications, park & ride systems.
- B. Non-motorised mobility: infrastructure for pedestrians and cyclists, including reconfiguring streets where necessary, pedestrian zones, bike-sharing and monitoring systems.
- C. School transport: purchase of school buses or minibuses.
- D. Urban mobility corridors: interventions in depots and bus garages and their technological upgrading.
- E. Alternative fuels: infrastructure for alternative fuels, including energy production from renewable sources.

How and by when do you apply?
The call was launched on 15 July 2024, and submission opened on 22 July 2024. By Corrigendum No. 3 of 9 July 2026, ADR South-Muntenia amended section 4.3.2 of the guide, and the closing deadline became 20 January 2027, 14:00. The extension was also announced on the oportunitati-ue.gov.ro portal on 10 July 2026, together with that of the urban regeneration call (PRSM/385), which closes on 8 January 2027, 14:00.
Before it, Corrigendum No. 1 (4 September 2025) and Corrigendum No. 2 (20 February 2026) were published. All documents can be downloaded from the call page on the ADR South-Muntenia website.
What has changed since the launch?
The most important change for applicants is the deadline. The submission window, open since July 2024, is now extended until January 2027. The official announcements did not state the reason for the extension. For the other changes made by the corrigenda, check the text of each one: a rule changed along the way can make the difference in the administrative compliance check.
What it means for your town hall
Our recommendation: for an urban mobility project worth several million euro, three and a half months is not much if the technical documentation has not been started. Municipalities that already have an approved feasibility study or DALI should update it now. Those starting from scratch should realistically assess whether they can submit by 20 January.
- Check alignment with strategic documents: urban mobility investments are assessed on their consistency with local planning. See in the guide which strategic documents must be referenced and in what form.
- Settle partnerships early: if the project includes towns or communes in the functional urban area, local council decisions and the partnership agreement take time.
- Plan the co-financing: 2% seems small, but for a €25 million project it means €500,000, plus ineligible costs and VAT where it is not eligible. Include the amounts in the 2027 budget.
- Think in terms of integrated projects: a package combining clean public transport, cycle paths and traffic management meets objective RSO2.8 better than an isolated investment.

Can a commune submit a project on its own under call PRSM/414?
No. The eligible applicant is the county-seat municipality. A commune or a town in the functional urban area can take part only as a partner, in a partnership led by the county-seat municipality.
What is the submission deadline?
Following Corrigendum No. 3 of 9 July 2026, the deadline is 20 January 2027, 14:00. The call has been open since 22 July 2024.
How much can a project receive?
The eligible value of a project must be between €500,000 and €25,000,000, and the non-refundable funding is up to €24,500,000. The applicant provides co-financing of at least 2%.
Can school buses be purchased under this call?
Yes. Purchasing buses or minibuses for school transport is one of the call's five indicative actions (action C), alongside public transport, non-motorised mobility, mobility corridors and alternative fuels infrastructure.
