Who can apply?
The call is intended for those who own or manage an industrial park in the South-East Region. According to the ADR Sud-Est announcement, the applicant can be:
- the administrator of the industrial park, as a legal entity;
- the founders of the park: administrative-territorial units or private entities established under Law No 31/1990 or Law No 1/2005;
- a partnership between the founders and the administrator.
The park must comply with Law No 186/2013 on the establishment and operation of industrial parks. The industrial park title may be held when the funding application is submitted, or may be presented at the latest by the end of the contracting stage.
How is the money split between counties?
The announcement sets an indicative allocation of 10,000,000 euro for each of the counties of Brăila, Buzău, Constanța, Galați and Vrancea (8.5 million euro ERDF and 1.5 million euro from the state budget). Tulcea County appears in the table of aid intensities, but the announcement mentions no separate allocation for it. Applicants from Tulcea should check in the applicant's guide how the county is treated before starting to prepare the project.
Which costs are eligible and how much is funded?
The project combines two types of aid. Under regional state aid you can fund:
- the purchase or development of land, up to 10% of eligible costs; the land must be bought before submission, on market terms and without public support;
- new nZEB buildings or modernised buildings for the park's shared services;
- production and service premises for resident SMEs;
- internal road infrastructure, railway lines and the necessary utilities.
Under de minimis aid you can fund design and technical assistance, energy-saving measures, systems that use renewable or alternative energy sources, and marketing. The non-refundable value of the entire de minimis component cannot exceed 10% of the total non-refundable value of the investment, within the de minimis ceiling.
The limits for each type of aid are set separately. A minimum project of 500,000 euro means 50,000 euro de minimis and 450,000 euro regional aid. A maximum project of 10,000,000 euro means 300,000 euro de minimis and 9,700,000 euro regional aid.
The intensity of regional aid depends on the county and the size of the enterprise:
- Brăila, Buzău, Vrancea, Tulcea: 75% for micro-enterprises and small enterprises, 70% for medium-sized enterprises, 60% for large enterprises;
- Galați: 75% for micro-enterprises and small enterprises, 70% for medium-sized and large enterprises;
- Constanța: 70% for micro-enterprises and small enterprises, 60% for medium-sized enterprises, 50% for large enterprises.
For the de minimis component, funding is at most 90%, and the applicant covers at least 10% of the eligible value.
How and by when do you apply?
The call is competitive, with a submission deadline. Projects are submitted in MySMIS2021/2021+ between 21 September 2026, 10:00, and 26 February 2027, 14:00, then evaluated and ranked after the deadline. What this means for your business
The recommendations below are the opinion of our consultants, not official conditions of the call.
- For local authorities (UAT) and county councils: the five-month submission period is enough for solid technical and economic documentation only if you start now. The feasibility study, permits and urban planning certificate take time, and a council decision adopted too late blocks submission.
- Industrial park title: if you do not have it yet, the procedure under Law No 186/2013 must be started in parallel with the project. The title can be presented up to contracting, but without it the project cannot be signed.
- Calculation across two types of aid: costs must be split correctly between regional aid and de minimis. For de minimis, the ceiling of 300,000 euro per single undertaking over the last three years must be checked. Classification errors are among the most frequent reasons for corrections at evaluation.
- Constanța: it has the lowest intensities, so the own contribution will be higher. Budget for it from the start.
- Real demand for premises: letters of intent from SMEs that want to move into the park considerably strengthen the justification for the investment.
