Who can apply?
Only the local public authorities of towns in the North-East Region (the counties of Bacău, Botoșani, Iași, Neamț, Suceava and Vaslui) can submit projects. For municipalities, ADR Nord-Est held a separate call for apartment blocks. Communes are not eligible under this call.
The investments target multi-family residential buildings, i.e. apartment blocks. From the answers published by the Managing Authority, blocks with several stairwells, those with a mixed roof (flat roof and pitched roof) and those with balconies that have already been enclosed are also eligible. For the latter, the authorisation situation must be clarified and compatibility with the energy efficiency solutions confirmed.
Which investments are funded?
Improving the energy performance of the building envelope is mandatory. Without it, the project is not eligible. Complementary measures can be added alongside the envelope:
- creating or refurbishing ventilation and air-conditioning systems;
- using renewable energy sources for heating and domestic hot water;
- smart energy management systems;
- modernisation of lifts;
- smart lighting systems.
Related measures that support implementation are also eligible, for example repairs or works to gutters, up to a maximum of 15% of the total eligible value of the core investment.
All proposed measures must be substantiated by an energy audit. The project must also include actions to inform and raise awareness among residents about the benefits of energy efficiency and the results of the investment.
What conditions must be met for each block?
In its official answers to applicants' questions, the Managing Authority states that, for the energy poverty criterion, at least 10% of the households in the block must have received heating assistance in the 12 months before submission. A score of zero on this criterion leads to rejection of that component, which affects the score of the whole project.
Also from the official answers: the owners of commercial premises in the block bear the full costs relating to those premises. Legal-entity owners of apartments contribute in proportion to their share of the common property.
The call page does not specify the UAT's co-financing rate, the contribution of homeowners' associations, the minimum energy saving thresholds or the implementation period. These details are found in the Applicant's Guide published on 12 August 2026 and must be checked there directly.
How and by when do you apply?
Funding applications are submitted electronically in MySMIS2021 by 16 October 2026, 12:00. The Applicant's Guide, the annexes and the summary of questions and answers are published on the programme's website, regionordest.ro.
Submission is continuous, but the call remains competitive: projects are ranked by score, and the €8.4 million budget can cover only around eight projects at the maximum value.
What this means for your town
Our recommendation is that town halls first check whether they already have a valid energy audit and technical documentation for at least one block. With three weeks to the deadline, a project started from scratch, without an audit, an expert assessment and the agreement of the homeowners' association, is hard to complete properly.
The pitfalls we see most often in calls for apartment blocks:
- The energy poverty criterion: data on heating assistance must be obtained early from the social assistance service. A block that does not reach the 10% threshold can compromise the score.
- Commercial premises and legal-entity owners: they must be identified and involved from the start, because they bear their share of the costs themselves.
- Enclosed balconies and unauthorised alterations: their legal status must be clarified before submission.
- Related measures: the 15% ceiling is easily exceeded if the budget includes many repairs. Calculate it on the eligible value of the core investment.
