Total Transparency in EU Funds: The New MIPE Dashboard for Cohesion Projects

On 3 December 2025, the Ministry of Investments and European Projects (MIPE) launched a public dashboard for the 2021–2027 Cohesion Policy. It is an interactive map at mfe.gov.ro/map2021. The map shows all contracted projects in each county, with the beneficiary, location, funding programme, eligible value and implementation status. The tool does not award any money, but it is a useful official source for companies and town halls preparing their own projects.

In brief

  • Tool: dashboard on the absorption of EU funds under the 2021–2027 Cohesion Policy (interactive map)
  • Authority: Ministry of Investments and European Projects (MIPE)
  • Launch: 3 December 2025
  • Address: mfe.gov.ro/map2021
  • Data source: the MySMIS2021/SMIS2021+ information system
  • Content: contracted projects, with beneficiaries, location, programme, eligible values and implementation status
  • Access: public and free, no account needed
  • Status: working; when checked on 27 September 2026, the platform had datasets updated up to September 2026

What can you find in the dashboard?

In its press release, MIPE says the platform offers "the complete list of contracted projects", with data on beneficiaries, location, funding programmes, eligible values and implementation status. The data comes from MySMIS2021/SMIS2021+, the system in which projects funded from EU funds are submitted and managed.

The main functions are:

  • filtering by funding programme;
  • viewing projects by county and locality;
  • sorting projects by number or by total value;
  • an individual sheet for each project, by SMIS code;
  • rankings and comparisons between counties.

When we checked the page, we also found export options (CSV and PDF). The map also has a date selector, which lets you consult older versions of the dataset. This way you can follow how contracting has evolved over time.

Why does it matter for a company seeking funding?

The dashboard is not a call for proposals. However, it helps you make better decisions before you apply:

  • See the competition in your region. You can check how many projects the regional programme has funded in your area for a given type of investment, and what values they had.
  • Estimate your budget realistically. The eligible values of projects already contracted show what project size usually passes evaluation in a given programme.
  • Find partners and clients. Public beneficiaries (town halls, county councils, hospitals, universities) with projects under implementation organise procurement of works, equipment and services. For construction, IT, equipment or consultancy firms, their list is a list of potential clients.
  • Check a partner. Before a partnership or a subcontracting agreement, you can see whether the company or institution has already implemented EU projects.

How do town halls and county councils use it?

For local public authorities, the map is a benchmark. A UAT can see which projects neighbouring communes or towns have contracted, under which programmes and at what values. This helps when drafting the local strategy and choosing investments with a real chance of funding. In its press release, MIPE says the tool is also aimed at representatives of local authorities, alongside citizens, journalists and civil society.

What does the dashboard not tell you?

The platform shows projects that have already been contracted. It does not show open calls, eligibility conditions or submission deadlines. You can find information on ongoing calls in the guides published by the managing authorities and on the official programme pages. The data is "updated periodically", not in real time. For this reason, for a specific project, also check its SMIS sheet or the data published by the managing authority.

What this means for your business

Our recommendation, as consultants: before deciding to submit a project, spend 20 minutes on the map. Filter by the programme you are interested in and by your county. Look at three things:

  1. which types of beneficiaries have received funding (micro-enterprises, SMEs, public entities);
  2. what range the eligible values fall into;
  3. how many projects similar to yours already exist in the area.

A common trap is to take the values on the map as ceilings for future calls. They are not. Ceilings, aid intensity and scoring criteria are set separately for each call, in the applicant's guide. For a first assessment of your chances, you can also use the eligibility check.

Frequently asked questions

Where can I find the MIPE dashboard for cohesion funds?

The dashboard is public, at https://mfe.gov.ro/map2021/, on the website of the Ministry of Investments and European Projects. Access is free and requires no account.

What programming period does it cover?

It covers the 2021–2027 Cohesion Policy, that is, projects contracted under the national and regional programmes of this period. The data comes from the MySMIS2021/SMIS2021+ system.

Can I see the details of a specific project?

Yes. The platform has individual sheets for each SMIS code, with the beneficiary, location, programme, eligible value and implementation status.

Can I find out from the dashboard which calls are open right now?

No. The dashboard shows projects that have already been contracted, not open calls. Ongoing calls should be checked on the managing authorities' pages and in the applicant's guides currently in force.

How up to date is the data?

MIPE says the data is updated periodically from MySMIS2021/SMIS2021+. When we checked on 27 September 2026, the platform had datasets up to September 2026.
