Just Transition: €21.83 million for zero-emission transport in Craiova and Galați, deadline 15 Dec
The non-competitive call "Green mobility" under the Just Transition Programme has €21.825 million for the municipalities of Craiova and Galați: zero-emission vehicles, infrastructure and digitalisation. Applications are submitted in MySMIS2021 by 15 December 2026.

The total budget is 21,825,000 euro, and the money goes exclusively to the UAT Municipality of Craiova (Priority 3, Dolj) and the UAT Municipality of Galați (Priority 4, Galați). Projects must be submitted in MySMIS2021 by 15 December 2026.
The call is non-competitive. It is not a competition between applicants: each municipality has its own allocation, and what matters is a mature project, submitted on time, that passes the compliance and eligibility checks.

Who can apply?
The applicant's guide limits eligibility to two territorial administrative units: the UAT Municipality of Craiova for Dolj county and the UAT Municipality of Galați for Galați county. Other town halls in these counties, county councils and private transport operators cannot apply as applicants in this call.
The selection methodology and criteria were approved by MA PTJ Decision no. 21176 of 18 February 2026. The decision sets competitive calls for Priorities 1, 2, 5 and 6 and non-competitive calls for Priorities 3 and 4, that is, Dolj and Galați.
What can be financed?
According to the announcement published by ADR South-West Oltenia for Craiova, the funds can cover:
- the purchase of clean vehicles for public transport;
- the infrastructure needed for modern public transport;
- the digitalisation of transport services.
For Galați, the Galați County Council's press release on the opening of the call refers to investments in green public transport, namely clean vehicles, associated infrastructure and digitalisation, together with school and pre-school transport. The stated aim is to reduce CO2 emissions. The full list of eligible costs and mandatory indicators is in the applicant's guide and the annexes published on mfe.gov.ro.
How much is funded and who pays the difference?
For the Craiova project, ADR South-West Oltenia announces non-refundable support of 98%, with a beneficiary contribution of 2%. In Galați's case, the County Council's press release states that the allocation of 15 million euro comes 85% from the Just Transition Fund and 15% from the state budget. Ineligible costs and any budget overruns remain the municipality's responsibility, so they must be provided for in the local budget.
How and by when do you apply?
The funding application is submitted exclusively electronically, in MySMIS2021. The deadline is 15 December 2026, 16:00. The guide was published in its final form on 14 April 2026, after a public consultation. On the call page you will find the final version, the editable version and the consultation version. What this means for your business
Our recommendation: even though only the two municipalities can apply, the call matters for a wider market. The projects will be followed by public procurement of vehicles, stops, e-ticketing systems and traffic management, plus design and supervision services. Manufacturers, distributors, construction firms and IT integrators in Oltenia and the Lower Danube area can start now to follow the two town halls' procurement planning.
For project teams in Craiova and Galați, the three months remaining are not many if the technical documentation is not already in place. Typical risks are:
- the project is not aligned with the Sustainable Urban Mobility Plan currently in force;
- feasibility studies and permits are not up to date;
- the local budget does not cover the own contribution and the ineligible costs;
- the application is submitted in the last few days, when MySMIS2021 is congested.

Frequently asked questions
Can a private transport company submit a project in the PTJ "Green mobility" call?
No. The applicant's guide accepts only the UAT Municipality of Craiova and the UAT Municipality of Galați as applicants. Companies can take part as suppliers or contractors, through the public procurement organised by the municipalities after the funding contracts are signed.
How much does each city receive?
Craiova has an allocation of 6,825,000 euro (Priority 3, Dolj), while Galați has 15,000,000 euro (Priority 4, Galați). Together, the call budget comes to 21,825,000 euro.
Until when can the funding application be submitted?
The call has been open since 15 June 2026, 16:00, until 15 December 2026, 16:00. Submission is only through MySMIS2021.
What does it mean that the call is non-competitive?
Projects are not ranked against each other, because each municipality has a dedicated allocation. To be funded, however, the application must still meet all the compliance, eligibility and quality conditions in the guide and in the methodology approved by Decision no. 21176/18.02.2026.
Which costs are included in the project?
The official announcements list the purchase of clean vehicles, public transport infrastructure and the digitalisation of transport services. For Galați, school and pre-school transport is also mentioned. Details on the eligible categories are in the applicant's guide.
