EUR 188 million in funding for tech firms in 6 counties through the JTPF

Support funded through the Just Transition Participation Fund for tech firms

The Ministry of Investments and European Projects has announced the launch of a major funding package for Romanian technology firms carrying out investments in six eligible counties. This funding comes from the Just Transition Participation Fund (JTPF) and totals a maximum of EUR 188.73 million. The funding scheme provides for combined instruments, non-refundable grants and loans, which gives greater flexibility in accessing the resources needed for development and innovation.

Eligible counties and investment priorities

The JTPF is dedicated to areas affected by the economic and ecological transition, and the selection of the six Romanian counties reflects the need for concrete support in areas with potential for technological development and innovation. The counties concerned offer an interesting mix of human resources and infrastructure that can support the growth of companies in IT, research and development, high-tech manufacturing and integrated software.

The Fund gives priority to firms with innovative projects that can generate significant added value and skilled jobs, thereby directly supporting the European strategic objectives of sustainable development and industrial competitiveness.

Eligible beneficiaries and types of investment accepted

Micro, small and medium-sized enterprises are eligible, as are large companies operating in the technology sector that can demonstrate projects with a concrete economic impact. Among the essential requirements are a registered office and main place of business in one of the eligible counties. The investments covered include upgrading equipment, digitalisation, developing software products, expanding high-tech production capacity, and research, development and innovation activities.

The documentation required will include solid business plans, economic and social impact studies, the funding and co-financing required, and proof of compliance with the environmental objectives of the just transition.

How companies can access the funding and what to pay attention to

The procedure for accessing the funds involves cooperation between the Ministry of Investments and European Projects and the JTPF partner bank, which provides lending to complement the grants. Firms must prepare a clear and complete funding file well in advance, including all the necessary legal approvals and a sustainable financial plan for the repayment period in the case of loans.

Entrepreneurs are advised to consult EU funding experts or financial consultants to maximise their chances of approval. Particular attention must be paid to the eligibility criteria relating to location, field of activity and the innovative nature of the project.

Impact on the tech sector and medium-term opportunities

This funding line comes at a key moment for the Romanian economy, when the technology industry is one of the main pillars of economic growth. Access to grants and advantageous loans can accelerate digitalisation and the development of Romanian products that are competitive on the European and global markets.

Firms that manage to make good use of these resources will gain a substantial competitive advantage, helping to create strong technology clusters and attract new foreign direct investment. At the same time, these funds support the transition to a green and sustainable economy, one of the European Commission's major objectives for the coming period.

Practical recommendations for entrepreneurs

  • Start by checking your firm's eligibility in relation to the counties and fields covered.
  • Prepare solid documentation, backed by a well-structured business plan that focuses on innovation and social impact.
  • Consult an EU funding expert to understand all the conditions for awarding and reporting.
  • Plan your co-financing and make sure you can manage both the grant and any loans in line with the contractual terms.
  • Monitor regularly the calls and registration windows announced by MIPE (Ministry of Investments and European Projects) so that you do not miss opportunities.
