European Commission calls open to entities from Turkey

374 open or announced calls under programmes with which Turkey is associated — entities there can in principle take part on the same footing as those in Member States, usually in consortia. Below are the first to close, one per programme.

All 374 calls

Association according to the Commission's official lists (Funding & Tenders): CUSTOMS — joined the Customs 2021-2027 programme; Digital Europe — participates only in SO 1, 2, 4, 5 (agreement 08.2023, retroactive from 1 January 2023); ERASMUS+ — ASSOCIATED third country — all actions (agreement 11.2021, from 1 January 2021); ESC — associated third country; Horizon Europe — associated (entire programme); the agreement produces legal effects — included in the F&T list of 22 November 2021; Single Market Programme — only "SME Competitiveness" (agreement 03.2023, retroactive from 1 January 2021); UCPM — participating state (agreement of 6 May 2015, in force 4 April 2016). Some calls restrict participation (e.g. Horizon Europe Art. 22(5)–(6), Digital Europe Art. 12(5)–(6)): check the conditions of each call.

Questions about funding in Turkey

Can Romanian companies and institutions access funding in Turkey?

Yes, in three ways. 1) Cross-border programmes (Interreg NEXT Black Sea Basin 2021-2027 — Calls for proposals) fund joint projects by partners from both countries. 2) European Commission calls under programmes with which Turkey is associated (CUSTOMS, Digital Europe, ERASMUS+, ESC, Horizon Europe, Single Market Programme) allow consortia with partners from there. 3) EU-funded institutional twinning projects (Twinning) are aimed at public administrations in the Member States, including Romania. Turkey's national programmes are, as a rule, only for locally registered entities.

Where does the data about Turkey come from?

From the European Commission's Funding & Tenders portal (EU delegation calls) and from 6 official sources of cross-border programmes and government agencies, checked daily. The country's status in relation to the EU and its association with programmes are taken from the Commission's official documents.

The list is generated automatically from official sources and does not replace the call guide. Check the conditions and deadlines on the official page before applying. The status in relation to the EU is presented factually, based on the documents of the European institutions.

Want to apply to a call in Turkey?

We will tell you whether you qualify, find project partners on the other side of the border and write the application — for cross-border programmes, Commission calls and Twinning.
