Who can apply

The public employment service (ANOFM, AJOFM, AMOFM), associations and foundations, social partners, public and private enterprises and social enterprises can apply. Accredited social service providers, continuing vocational training providers and counselling service providers are also eligible. Accredited higher education institutions and pre-university and post-secondary education institutions can apply as well. The target group is young people, especially NEETs, who are neither in work nor in any form of education or training.

What does the PEO "ALMA Initiative" call fund?

The call funds projects that take each NEET young person through three stages. The first is intensive training at home, tailored to each participant. This is followed by a supervised work placement with mentoring, lasting 2–6 months in another EU Member State, and then support after returning home for finding a job or continuing studies. The total budget is €19,714,235 from ESF+.

What does "NEET young person" mean?

NEET comes from English ("Not in Employment, Education or Training"). It refers to young people who do not have a job and are not in any form of education or training. They are the main target group of the ALMA Initiative.

Can a private company apply to the ALMA Initiative?

Yes. Public and private enterprises, social enterprises and continuing vocational training providers are on the list of eligible applicants. NGOs, the public employment service and education institutions are on the same list. Each category must also meet the specific conditions set out in the consolidated guide.

What is the deadline for submitting a project to the ALMA call?

The call opened on 28 May 2026, and applications are submitted exclusively online, in MySMIS2021, by 30 October 2026. The call is competitive: projects are evaluated and ranked, not funded in the order they are submitted. The exact closing time must be checked directly in MySMIS2021.

Which version of the guide must be used for ALMA?

You must use the consolidated version of the "ALMA Initiative" applicant's guide – specific conditions, published by MIPE in August 2026, together with the PEO general conditions guide. The consolidated version includes the changes made by the August corrigendum. If you prepared your project on the original May guide, you need to review the budget, the activity timetable and the documents required at submission.

How long does the placement abroad last in ALMA?

According to the European Commission, the mobility phase of ALMA is a supervised work experience with mentoring, lasting 2–6 months in another EU Member State. The exact duration and conditions under the Romanian call are set out in the consolidated guide.

How long does it take to prepare the application?

It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.

What happens if I do not qualify?

We tell you before any contract is signed, and if another suitable programme exists, we point you to it.
