Vest Ventures, the first regional venture capital fund with EU funding allocated through ADR Vest under the West Regional Programme 2021–2027, has entered its investment stage: by the end of the year, 1.4 million euro will reach start-ups, according to the West Regional Development Agency. The first announced investment is in Fiora5, a Romanian deep tech start-up. The second accelerator cohort begins on 2 November 2026, and interested founders can apply at vestventures.vc.

What was announced on 7 October?

ADR Vest announced that Vest Ventures is moving from preparation programmes to actual investments, with transactions totalling 1.4 million euro in the fourth quarter. The first investment is Fiora5, a Romanian start-up developing intellectual property for high-performance, low-power processors (CPUs) intended for artificial intelligence, robotics and infrastructure.

The first acceleration cohort brought together nine start-ups in an intensive 16-week programme. According to ADR Vest, the model will continue with four acceleration cohorts, complemented by regional pre-acceleration programmes.

Who can apply?

The official press release refers to start-ups and early-stage companies. On the fund's website, the conditions are described by stage:

  • Pre-acceleration: individuals or teams, with or without a business idea;
  • Acceleration: teams that have already tested the problem they are solving, with multidisciplinary founders, based in the West Region or willing to relocate there;
  • Seed investments: tech founders at an early stage, but with concrete results and a validated problem.

The West Region comprises the counties of Arad, Caraș-Severin, Hunedoara and Timiș. The formal selection criteria, the percentage of equity taken by the fund and the amount invested in each start-up are not published in the official documents consulted.

How do you apply, and by when?

Applications are made online at vestventures.vc. The second cohort begins on 2 November 2026, so selection will realistically take place in the weeks beforehand. An application deadline has not been publicly announced; if you are interested, apply as soon as possible and confirm the timetable directly with the fund's team.

How does it differ from a grant?

Vest Ventures does not provide non-refundable funding. It is venture capital: the fund invests in the company in exchange for an equity stake, using EU money from the West Regional Programme. There is no funding application in the form of an applicant's guide, no budget broken down by eligible cost lines and no own contribution in the traditional sense. What matters is the team, the technology, the market and the potential for international growth.

What this means for your business

Our recommendation: the programme suits technical founders with a product or prototype in development and the ambition to sell outside Romania as well. It is not suitable for traditional businesses (retail, local services, production with no innovative component) — for these, grants under the regional programmes are the natural route.

  • Prepare a short pitch: the problem, the solution, evidence of validation (pilot customers, letters of intent, users), the team and the 12–18 month plan.
  • Clarify your shareholding structure and intellectual property now; investors check whether the technology belongs to the company rather than to a founder as an individual.
  • Decide in advance how much equity you are willing to give up; a pre-seed round dilutes your stake.
  • Venture capital can later be combined with innovation grants, but check the state aid cumulation rules before applying for both in parallel.

If you are unsure which option suits you better, a grant or an investment, you can take the eligibility check.
