PR South-Muntenia: €7 million for individual social housing, call in preparation for local authorities (UAT) Programme sheet · Opening soon PR South-Muntenia — Support for individual social housing (NEB call, Priority 8, RSO 4.3)

The Managing Authority for the South-Muntenia Regional Programme 2021-2027 (ADR South-Muntenia) is preparing a call for proposals worth 7 million euro for individual social housing, under Priority 8 "An inclusive region", specific objective RSO 4.3. County-level administrative-territorial units (UAT), county seat municipalities and associations of local public authorities, including ADIs (intercommunity development associations), can apply. The call has not yet been launched: as of 12 October 2026, the guide, the call code and the submission period had not been published.

In brief

  • Programme: South-Muntenia Regional Programme 2021-2027, Priority 8 "An inclusive region", RSO 4.3
  • Authority: ADR South-Muntenia, as Managing Authority
  • Beneficiaries: county-level UAT, county seat municipality UAT (alone or in partnership with social assistance institutions), associations of local public authorities, including ADIs
  • Total budget: 7 million euro
  • What is funded: the purchase, construction, rehabilitation, modernisation or change of use of buildings into individual social housing, plus fittings and equipment
  • Submission period: not yet announced
  • Status: call in preparation, announced on 23 September 2026; the guide has not been published for consultation

Who can apply?

According to the ADR South-Muntenia announcement, the eligible applicants are:

  • county-level administrative-territorial units (county councils);
  • the administrative-territorial units of county seat municipalities;
  • county or municipal UAT in partnership with social assistance institutions;
  • associations of local public administration authorities, including intercommunity development associations.

The South-Muntenia region comprises the counties of Argeș, Călărași, Dâmbovița, Giurgiu, Ialomița, Prahova and Teleorman. Communes and towns that are not county seats do not appear on the list of applicants. They can only take part in a project through an association of local authorities or an ADI, if the final guide allows this.

What costs will be funded?

The official announcement lists four categories of investment:

  • the purchase of social housing, which becomes part of the UAT's public domain and is modernised;
  • the construction, rehabilitation and modernisation of individual social housing adapted to vulnerable groups;
  • the change of use of existing buildings into social housing;
  • the purchase of fittings, equipment and furniture that meet legal standards.

Projects must apply the New European Bauhaus principles: sustainability, inclusion and aesthetic quality. The RSO 4.3 objective page states that the measure aims to improve living conditions for the vulnerable population through individual social housing accessible to people with disabilities, in both urban and rural areas.

How and by when do you apply?

Nothing can be submitted yet. At the time of checking, the "Calls for proposals" section of ADR South-Muntenia contained no call under Priority 8. Nor does the "Guides in consultation" page have a guide published for RSO 4.3. The minimum or maximum value per project, the co-financing rate, the selection criteria and the submission period have not yet been announced. All of these will be set in the applicant's guide. As a rule, the guide first goes through public consultation, and then the call is launched in MySMIS2021.

What this means for your business

Our recommendation: the call is small (€7 million for the entire region) and there are few eligible beneficiaries. For this reason, the advantage lies with authorities that reach the launch with the technical documentation and the land or building already prepared. What is worth doing now:

  • Identify the property: the land or building must be owned by the UAT or be capable of being legally acquired. Check the land registration and the legal status.
  • Document the need: waiting lists for social housing, data from the social assistance service, and the number of people with disabilities or vulnerable families targeted.
  • Prepare the technical documentation: a feasibility study or DALI (preliminary design documentation), with accessibility and energy efficiency solutions that can be argued on the basis of the New European Bauhaus principles.
  • Establish the partnership: if you work with a social assistance institution or through an ADI, the partnership agreement and council decisions take time.

A frequent pitfall in calls for social housing is sustainability: who manages the housing, by what criteria it is allocated, and from what budget it is maintained after completion. The answer must exist before submission. If you want to know in advance whether your UAT or association qualifies, you can use the eligibility check.
