Modernising cash registers and the obligations under the new regulation
The Ministry of Finance has recently put out for public consultation an important draft concerning the system of electronic fiscal cash registers in Romania. Under it, fiscal receipts will have to include a QR code with essential information, which ANAF (National Agency for Fiscal Administration) will use to monitor commercial transactions more effectively. Companies required to use cash registers will have to adapt their technical systems to generate these QR codes and send the data to ANAF by 1 November 2026 at the latest.
This step is part of a broader effort to digitalise and increase the transparency of economic and fiscal activity. Introducing the QR code on fiscal receipts is not just a technological update, but also a measure that will reduce tax fraud and make inspections easier. It will therefore be simpler for the authorities to verify the authenticity of transactions and to detect any irregularities.
Impact on entrepreneurs and the sectors concerned
The obligation to install the new systems affects all companies that use electronic fiscal cash registers, regardless of size or field of activity. These include small traders, retail companies, restaurants and medical practices, as well as service providers who, under the fiscal legislation in force, are required to issue electronic fiscal receipts or invoices.
For entrepreneurs, adapting to this new requirement is a logistical and financial challenge. In the short term, investment will be needed in new equipment or in updating existing equipment, as well as in configuring software systems properly so that they synchronise correctly with the ANAF platform. At the same time, it is a good moment to digitalise internal processes and to integrate modern sales management solutions that can generate QR codes and fiscal reports automatically.
Funding options and support from EU funds
Modernising cash registers can be costly, especially for SMEs and small businesses. Fortunately, it is possible to access EU funds intended for digitalisation and innovation in SMEs, included in the portfolio of the Competitiveness Operational Programme or in other complementary government initiatives.
Entrepreneurs can therefore look for non-refundable grants that cover the purchase of IT equipment, the implementation of invoicing software solutions, or specialist consultancy on adapting fiscal systems. In addition, some commercial banks may offer lending facilities on preferential terms for these investments.
Technical aspects and documents needed for implementation
Companies will have to work with cash register suppliers to install software or hardware modules that allow the generation of the QR code with the fiscal data required by ANAF. This data usually includes the operator's tax identification, details of the transaction and an electronic signature that ensures the authenticity of the receipt.
It is also important for economic operators to keep clear documentation of the adaptations made and to be able to meet audit requirements in the event of a tax inspection. We recommend consulting a tax specialist or authorised companies for the implementation of the necessary technical solutions.
Practical recommendations for entrepreneurs
Companies should start evaluating their own cash register systems early and check whether their current supplier offers support for updating to the QR code format. Delaying implementation can lead to non-compliance and, consequently, a risk of penalties from ANAF.
Investment in digitalisation should be seen as a strategic component that brings long-term benefits by making management easier, reducing errors and increasing transparency. Seek advice from specialist tax and IT consultants and, in parallel, follow the launch of funding programmes so that you can make the most of the opportunities available.
