The call has the code PS/1235 and is open only for projects in the more developed region, Bucharest-Ilfov. The budget is €2,259,875, and funding applications must be submitted by 28 October 2026, 17:00.
The first call, PS/888, was open nationwide and closed on 28 August 2026. The relaunch makes the funds available again for the more developed region. The guide for the relaunch states explicitly that it covers "exclusively actions in the more developed region".

What is funded?
The call funds the infrastructure of mental health centres for the prevention and treatment of addictions (CSMPTA) that operate or will operate in public hospitals. The following are eligible:
- construction, extension, modernisation and rehabilitation works on the centre's premises;
- the purchase of medical equipment;
- digitalisation IT systems that make services more accessible and better.
The official pages of the call do not show a minimum or maximum value per project, nor a maximum implementation period. You will find these, together with the full list of eligible and ineligible costs, in the applicant's guide for the relaunch, published as an archive on the MIPE page.
Who can apply?
According to the call sheet on oportunitati-ue.gov.ro, central and local public authorities, public healthcare institutions, the Ministry of Health, administrative-territorial units, the Municipality of Bucharest and public healthcare units can apply. They can also apply in partnership. For the relaunch, the investment must be in the more developed region, that is, in Bucharest or Ilfov county.
A county or municipal hospital in Bucharest-Ilfov can submit the project on its own or together with the UAT that administers it. The condition is that the centre already operates in that hospital or is to be established there.
How much does the beneficiary have to pay?
In the more developed region, the ERDF covers 40% of the project's total eligible value. The guide requires an own contribution of at least 2% of the eligible value. For institutions funded from the state budget, a different rule applies: they contribute 15% of the eligible costs they manage. The official pages do not say from what source the difference between the two percentages is covered. Check the exact mechanism in the guide for the relaunch.
Ineligible costs, for example recoverable VAT or costs above the ceilings in the guide, are paid in full by the beneficiary and must be included in the project budget.
How and by when do you apply?
Funding applications are submitted in MySMIS2021, from 28 September 2026 (17:00) until 28 October 2026 (17:00). The MIPE page publishes the applicant's guide for the relaunch and its annexes, including the technical and financial evaluation criteria and the eligibility checklists. You will also find there the corrigenda to the initial call and the summary of observations from the public consultation.
For the initial call, the deadline was extended twice: first to 27 July, then to 28 August 2026. For the relaunch, no extension has been announced so far. Plan your submission so that you meet the 28 October deadline.
What this means for your business
Our recommendation: one month is short for an infrastructure project. Realistically, the call suits only applicants who already have the technical documentation. For works, that means at least the feasibility study or DALI, the permits and approvals, and the decision approving the indicators. Equipment-only projects are quicker to prepare, but they too need technical specifications and a justification of prices.
- Check now whether the hospital already has a mental health and addiction centre or whether it can legally establish one within the timeframe required by the guide.
- Calculate the co-financing according to the rules for the more developed region and obtain in good time the decision of the local council or of the authorising officer.
- Read the eligibility checklist (Annex 11 of the relaunch guide) before submitting. Rejections at the administrative stage are common in calls with short deadlines.
- Beware of double funding: if the unit has already applied under call PS/888, check that the investments do not overlap.

Frequently asked questions
Can hospitals outside Bucharest and Ilfov apply?
Not for this relaunch. The guide for call PS/1235 covers exclusively actions in the more developed region, that is, Bucharest-Ilfov. Hospitals in the other regions could apply under the initial call PS/888, which closed on 28 August 2026.

How much is the own contribution?
