PR South-West Oltenia: €5.88 million for tourism in resort communes, deadline 27 November

ADR South-West Oltenia has opened the second call for tourism infrastructure in resort communes: 5,882,353 euro, projects between 500,000 and 4 million euro, submission in MySMIS2021 until 27 November 2026, 12:00.

The South-West Oltenia Regional Development Agency, acting as Managing Authority of the 2021-2027 Regional Programme, has opened the second call for proposals, "Support for the development of tourism in rural areas". The call has an allocation of EUR 5,882,353. Communes with tourist resort status, county councils and partnerships between them may apply. A project may have a value of between EUR 500,000 and EUR 4,000,000. Funding applications must be submitted in MySMIS2021/SMIS2021+ by 27 November 2026, 12:00.

Who can apply?

Although the call is part of the interventions for rural areas, not all communes are eligible. According to the call 2 documentation, applicants may be:

  • communes that have tourist resort status;
  • county-level administrative-territorial units (county councils);
  • partnerships in which the lead is a resort commune and the partner is a county;
  • partnerships between a resort commune (lead) and a central public administration authority that owns or manages assets in the commune's territory.

The South-West Oltenia region comprises the counties of Dolj, Gorj, Mehedinți, Olt and Vâlcea. A commune without tourist resort status cannot apply on its own in this call, even if it has tourism potential.

Which investments are funded?

The call 2 documentation lists the following types of supported actions:

  • developing natural tourist attractions and related public-utility infrastructure;
  • small-scale public infrastructure for tourist attractions;
  • public leisure and recreation infrastructure, with the related utilities;
  • pedestrian routes, cycle paths and the rehabilitation of pavements;
  • creating, rehabilitating and modernising green spaces, including street furniture;
  • consultancy and promotion activities, as part of the project.

How much is funded and how do you apply?

Submitted projects must have a value of between EUR 500,000 and EUR 4,000,000. For the first call, launched in September 2025, ADR announced non-refundable financial assistance of up to 98% of eligible costs. For call 2, check the co-financing rate directly in the published guide.

Funding applications are submitted exclusively online, in the MySMIS2021/SMIS2021+ platform. The deadline is 27 November 2026, 12:00. The call is competitive: projects are ranked by the score they obtain, so submitting an application does not guarantee funding.

What has changed since the first call?

The first call had an allocation of EUR 17,647,059 and was open from 3 October to 3 December 2025. The second call went through public consultation until 28 July 2026 and was published on 31 July 2026. The budget is EUR 5,882,353, roughly one third of the first call's allocation. Two corrigenda have also been published on the call page. The project value thresholds have remained the same: minimum EUR 500,000 and maximum EUR 4,000,000.

The practical consequence is that the budget covers only a few large projects. If all projects were close to the ceiling, the allocation would stretch to fewer than two. Competition on scores will therefore be tight.

What this means for your business

Our recommendation for interested town halls and county councils:

  • Check eligibility first. Confirm that the locality has certified tourist resort status and that the land and buildings concerned are owned or managed by the applicant. These conditions should be checked before any technical documentation.
  • Size the project realistically. With an allocation of EUR 5.88 million, a balanced, well-scoring project has a better chance than one at the EUR 4 million ceiling.
  • Speed up the technical and economic documentation. In the two months remaining, the documentation, permits and local council decisions must be ready before submission. Do not leave uploading to MySMIS for the last few days.
  • Link the project to the strategy. ADR has stated in its communications that approved development strategies are required for Priority 7 (SO 5.2). Check in the guide which strategic document is required and whether the proposed investment is covered by it.

Frequently asked questions

Can a commune in Oltenia that is not a tourist resort apply?

Not as an individual applicant. Call 2 is intended for communes with tourist resort status. County councils and partnerships led by a resort commune may also apply.
