What does the call fund?

The call is part of Priority 5 of PoIDS, "Reducing disparities between children at risk of poverty and/or social exclusion and other children". The specific objective is ESO4.3: balanced participation of women and men in the labour market, equal working conditions and a better work-life balance, including through access to affordable care services for children and dependent persons.

In short, projects must help single parents to work or stay in work, while ensuring that their children are not left without care in the meantime. The exact list of eligible activities, the minimum and maximum value per project and the indicators are in the Applicant's Guide – Specific Conditions. The guide can be downloaded as an archive from the official call page; the ministry's public page does not detail them. Check them directly in the guide before you budget your project.

Who can apply and where?

The official call page lists seven categories of eligible applicants:

  • local public administration authorities;
  • local public institutions;
  • accredited social service providers;
  • vocational training service providers;
  • employment promotion service providers;
  • skills assessment and certification centres;
  • non-governmental organisations.

Projects must be carried out in the ITI Moții Țara de Piatră territory, the Țara Moților area of the Apuseni Mountains. According to the ITI association, it has partners from five counties: Alba, Arad, Bihor, Cluj and Hunedoara. You should confirm in the guide and with the ITI association whether your locality is a member of the association.

How and by when do you apply?

Submission is exclusively online, in MySMIS2021. The system opened on 30 September 2026 at 12:00 and closes on 27 November 2026 at 16:00. The guide went through public consultation until 31 August 2026. The managing authority then published its responses to the comments received, which show what was clarified compared with the initial version.

For MySMIS2021 you need an account for the legal representative and a qualified electronic signature. All documents required by the guide must be uploaded before the deadline. On the same day, the ministry opened a similar, smaller call for ITI Microregiunea Țara Făgărașului.

What this means for your business

The recommendations below are our opinion as consultants, not conditions from the guide.

  • Partnership matters. A project for single-parent families usually combines social services, counselling, training and labour market mediation. A town hall on its own rarely covers all of these. A partnership between a town hall, an accredited social provider and an authorised training provider is usually more credible at evaluation.
  • You should start identifying the target group now. In a mountain area with small, scattered localities, the hardest part is finding enough eligible families. Start from the records of the public social assistance service and check which documents the guide requires to prove single-parent family status and risk of poverty.
  • The budget is small for such a large territory. 1.03 million € for the whole ITI probably means few funded projects. In our opinion, a project with realistic targets and well-justified costs has a better chance than one that is ambitious but hard to deliver.
  • NGOs and private providers have a rare opportunity here. They can be applicants, not just partners, which is not the case in many territorial calls.

If you are not sure whether your organisation qualifies, use the eligibility check.
