PDDTJ: €102.8 million for town halls in 6 counties to generate green energy in communities
MIPE has published the final PDDTJ guide for energy communities: €102.8 million from the Just Transition Fund, for local authorities (UAT) and energy communities in Gorj, Hunedoara, Dolj, Galați, Prahova and Mureș.

Town halls and county councils in Gorj, Hunedoara, Dolj, Galați, Prahova and Mureș can obtain grants from a total budget of 102,822,173 euro for small-scale renewable energy production and storage capacities. Applications are submitted in MySMIS2021, between 30 September 2026, 17:00, and 31 March 2027, 17:00.
This is a new call window. The previous call under the same component, with an allocation of 170 million euro, was launched on 26 February 2026, and its deadline was extended by OMIPE no. 1278/12.08.2026 to 26 October 2026, 17:00.

How much does each county receive?
The budget is divided into separate calls, one for each county, plus a distinct call for ITI Valea Jiului. The EU + state budget allocations are listed below:
- Gorj (PTJ/1075): 41,576,941 euro
- Hunedoara (PTJ/1076): 10,148,573.50 euro
- ITI Valea Jiului: 5,464,616.50 euro
- Dolj (PTJ/1077): 3,529,411 euro
- Galați (PTJ/1078): 7,749,685 euro
- Prahova (PTJ/1079): 13,536,410 euro
- Mureș (PTJ/1080): 20,816,536 euro
Projects compete only with others from the same county. In Dolj, for example, the amount is small, so competition will be tight. The allocation in euro is converted into lei in MySMIS at the InforEuro rate of the month before the call opens.
What is funded?
The guide funds small-scale capacities for the production, transmission and storage of energy from renewable sources intended for households, in the logic of a renewable energy community. The document also covers public buildings, installation kits for photovoltaic and solar thermal panels and heat pumps, storage facilities and energy management systems (EMS). The full list of eligible and ineligible activities is in sections 5.2 and 5.3 of the guide.
The core activity of the project must represent at least 50% of the eligible budget. VAT is eligible for projects with a total cost below 5 million euro (including VAT) and, above this threshold, only if it cannot be recovered under national legislation.
What is an energy community, in brief?
The guide uses the definition from OUG 163/2022, approved by Law 110/2026. A renewable energy community is a legal entity:
- with open and voluntary participation, autonomous, controlled by members located in the proximity of the projects;
- with at least 5 members or shareholders: individuals, SMEs, associations and foundations or local public administration;
- whose primary objective is to provide economic, social or environmental benefits to its members or to the area;
- whose members have their consumption points and production units connected to the network of the same distribution operator.
How are projects evaluated?
The application is submitted electronically only, in MySMIS2021, together with the applicant's single declaration. Some of the annexes and documents are only required at contracting (section 7.6 of the guide). The project goes through technical and financial evaluation and must obtain at least 50% of the maximum score of the grid. Sustainability requirements also apply to the investment: 5 years from the final payment without substantial changes of ownership or purpose.
What it means for your town hall
The recommendations below are the consultant's, not provisions of the guide.
- Start with the land and the grid operator's agreement. The UAT's real right over the land or building is a basic condition. In the previous call window, delays with cadastre registration and land book entry tripped up many applicants, so check the land register situation now.
- Identify the households. The energy community needs real members, connected to the same distribution operator. An inventory of interested households, drawn up early, helps with both scoring and implementation.
- Do not mechanically reuse the file from the previous call. The new call window has a distinct guide, different from that of the previous call (approved by OMIPE no. 6008/2025 and amended by OMIPE no. 1278/12.08.2026). Compare the annexes, the evaluation grid and the budget with the new version.
- In counties with small budgets (Dolj, Galați), a well-sized project has a better chance than one that uses up the whole allocation on its own.

Frequently asked questions
Can companies or associations apply directly?
Not individually. Eligible applicants are the local authorities (UAT) in Gorj, Hunedoara, Dolj, Galați, Prahova and Mureș and renewable energy communities set up as entities with legal personality that meet the conditions of OUG no. 163/2022 and ANRE regulations. Individuals, SMEs and associations can take part as members of such a community.
Until when can projects be submitted?
Submission in MySMIS2021 starts on 30 September 2026, at 17:00, and ends on 31 March 2027, at 17:00, unless the Managing Authority amends the guide.
What is the maximum value of a project?
The limits are set out in section 5.4 of the final guide. The effective ceiling also depends on the county's allocation: a project cannot receive more than the budget of the call in which it is submitted.
Can town halls that applied in the previous call apply again?
The new call window has new call codes (PTJ/1075–1080) and an updated guide. Before resubmitting a project, check the guide's rules on double funding and the status of the application submitted previously.
Is the call competitive or "first come, first served"?
This is a competitive call with a deadline. Projects must obtain at least 50% of the maximum score of the grid (the quality threshold). Those that pass the threshold can be contracted in order of submission, on a "first come – first evaluated" basis, within the limit of the allocation. That is why it matters to submit a complete file early.
