Just Transition Dolj: €48.47 million for community and cultural centres, submission until 5 November

Craiova Municipality, Dolj County or a partnership between the two can submit projects for socio-cultural, educational and sports infrastructure dedicated to social inclusion, under a call worth EUR 48,474,706 from the Just Transition Fund. The call has been open since 3 August 2026 and closes on 5 November 2026 at 17:00. It is a non-competitive call, funded through the Sustainable Development and Just Transition Programme 2021–2027.

What does the call fund?

According to the ADR South-West Oltenia announcement, the main eligible activities are:

  • building, extending, completing, modernising, rehabilitating and/or equipping multifunctional community centres for children, older people, people with disabilities and other vulnerable groups;
  • developing youth centres and cultural, educational, recreational and sports centres, including by changing the use of existing buildings.

In addition, the project may include related activities that serve the funded objectives:

  • landscaping and modernising pedestrian areas;
  • extending and rehabilitating public utility networks (public lighting, water supply, sewerage);
  • building or rehabilitating small car parks.

Who can apply?

The list of beneficiaries is closed: only Craiova Municipality (UAT), Dolj County (UAT) or a partnership between these two authorities. Other town halls in the county, NGOs and companies cannot apply as applicants. The call is non-competitive, meaning that projects do not compete with one another for a score, but must meet the eligibility and quality conditions set out in the guide.

How and by when do you apply?

Funding applications are submitted electronically between 3 August 2026, 17:00 and 5 November 2026, 17:00. The applicant's guide was put out for public consultation on 19 June 2026, and the final version was published on 28 July 2026, in Word and PDF format, together with its annexes. There are about five weeks left until the call closes. For an infrastructure investment, that is a short window if the technical and economic documentation is not already well advanced.

What this means for your business

Companies cannot be applicants, but the call affects them indirectly. Our recommendation:

  • Design and construction firms in Oltenia should monitor the procurements of Craiova City Hall and Dolj County Council on SEAP. Once contracts are signed, projects funded through this call will lead to tenders for design, execution, site supervision and equipment.
  • Equipment suppliers for social, cultural, educational and sports centres (furniture, sports equipment, IT and audio-video equipment) have a predictable market here for the coming years.
  • NGOs and social service providers can discuss with the authorities the future operation of the community centres, where the call rules allow such collaboration.
  • For the two authorities, the main risk is the timetable. Technical documentation, permits and proof of property rights must be ready before 5 November. Related components (car parks, utilities, pedestrian areas) must be justified as serving the main objective.
