Funding for a medical or dental practice: which calls are open and what comes next
The only call dedicated to medical practices, the €6.85 million call for family doctors in the 4 ITIs, closes on 30 September 2026. Private clinics can look for funding in the regional calls for micro-enterprises, if they have an eligible CAEN code.

As of 27 September 2026 there is only one EU funding call aimed specifically at medical practices: the Health Programme call for family doctors' practices in the 4 ITI areas, with a budget of €6.85 million. It closes on 30 September 2026 at 17:00. We found no dedicated call for dental practices and private clinics. The realistic option for them is the regional calls for micro-enterprises, provided that healthcare activity is on the list of eligible CAEN codes in each guide.

Which call is open now for medical practices?
The Health Programme call funds family doctors' practices operating in buildings over which the administrative-territorial unit (the town hall) holds a right of ownership, administration, surface rights, concession or use. The budget for each ITI:
- Danube Delta ITI: €2,080,073.94
- Jiu Valley ITI: €1,223,574.94
- Moții Țara de Piatră ITI: €1,713,002.94
- Țara Făgărașului ITI: €1,835,359.94
What is funded:
- medical equipment and IT systems;
- minor renovations: cleaning and redecoration, repairs, finishes;
- network and energy autonomy equipment, up to 20% of the project's eligible value;
- Danube Delta ITI only: boats, up to €15,000 each.
The European Union contribution is up to 85%. Applications are submitted only through MySMIS2021. The call opened on 29 May 2026, and the original deadline of 31 August was moved to 30 September 2026, 17:00. If you do not already have your documentation ready, a new project cannot be prepared properly in three days.
What options does a dental practice or private clinic have?
At the moment we have not identified any national or regional call dedicated to dental practices or private clinics. The practical option is the general calls for SMEs and micro-enterprises under the regional programmes. In these calls, eligibility depends on the CAEN code of the investment, and the list differs from one region to another.
The closest example is PR North-East, "Investments for the modernisation of micro-enterprises – Call 2":
- a budget of €20.37 million, with grants of between €100,000 and €300,000 per project;
- own contribution of at least 10% of eligible costs;
- submission through MySMIS2021/SMIS2021+ between 28 September 2026 and 28 October 2026;
- competitive call, with a quality threshold of 70 points;
- micro-enterprises headquartered in Bacău, Botoșani, Iași, Neamț, Suceava or Vaslui may apply, if established no later than 3 January 2025, with operating profit in 2025 and no suspended activity in 2025 and 2026.
Note: the eligible fields are set out in Annex 5 of the guide. On the official pages we were able to open, we could not confirm whether healthcare and dental activities (CAEN division 86) are on the list. Check the annex before spending money on documentation. The same applies to similar calls in preparation in other regions.
Which costs are usually funded?
In the calls for micro-enterprises, the PR North-East guide funds:
- building or extending premises;
- equipment;
- renewable energy systems;
- software and patents;
- digitalisation solutions;
- marketing and branding.
For a practice, this usually means equipment, medical furniture, patient management software and fitting out the premises. The ceilings for each type of cost are set out in the annexes to the guide.
In the call for family doctors, construction works are limited to minor renovations. The emphasis is on equipment.
What has already been funded under the PNRR?
Through investment I1.1 under Component 12 of the PNRR, the Ministry of Health funded family doctors' practices and associations of primary care practices. The platform opened on 4 August 2022. The ceilings were 222,115 lei excluding VAT (the equivalent of €45,150) for equipment and up to 73,792 lei excluding VAT (the equivalent of €15,000) for renovation. The final list of approved funding applications dates from 16 February 2024. There is no official information about a new call window.
What this means for your business
Our recommendation:
- Check your CAEN code before anything else. Compare the CAEN Rev. 3 code of the activity for which you are making the investment with the annex of eligible fields of the call in your region. Most applicants waste time writing projects for calls under which their activity is not eligible.
- Prepare your financial file. Calls for micro-enterprises usually require a full fiscal year, operating profit and at least one employee, or a commitment to create a job. A recently established practice, or one operating at a loss, will not pass the eligibility check.
- Family doctors outside the 4 ITIs currently have no dedicated open call. It is worth following the Health Programme calendar and the guides under public consultation.
- Do not buy equipment before submitting. Costs incurred before the funding application are usually ineligible.

Frequently asked questions
Is there EU funding for opening a new dental practice?
As of 27 September 2026 there is no dedicated call. Regional calls for micro-enterprises usually require at least one full fiscal year and a profit, so a new practice is not eligible for them. For newly established companies there are national start-up programmes, but the eligibility of medical activity must be checked in the guide for each call window.
Can family doctors from any county apply to the Health Programme call?
No. The call covers only practices in the Danube Delta, Jiu Valley, Moții Țara de Piatră and Țara Făgărașului ITIs, located in buildings over which the town hall holds a right (ownership, administration, concession, surface rights or use). The deadline is 30 September 2026, 17:00.
Can my medical clinic receive between €100,000 and €300,000 from PR North-East?
Only if you meet all the conditions: you are a micro-enterprise headquartered in the North-East Region, you have operating profit in 2025, and the CAEN code of the investment appears in Annex 5 of the guide. We could not confirm on the official pages whether medical activities are on the list, so check the annex.
Will another PNRR call window open for family doctors' practices?
The Ministry of Health has not officially announced a new call window for investment I1.1. The final list of approved funding applications was published in February 2024.
