EU funds for a beauty salon or massage parlour: the North-East call offering up to €300,000
Micro-enterprises in the North-East region can apply for between €100,000 and €300,000 for modernisation, with submission from 28 September to 28 October 2026. For salons, the decisive condition is the CAEN code listed in Annex 5.

For a beauty salon or massage parlour, the only suitable European call we have checked for this autumn is the one for micro-enterprises in the North-East region (the counties of Bacău, Botoșani, Iași, Neamț, Suceava and Vaslui). The call offers between €100,000 and €300,000 per project, and applications are submitted between 28 September and 28 October 2026. The condition that decides everything for a salon is that the activity you are investing in must appear in Annex 5 of the guide, i.e. the list of eligible fields.
In the other regions, at the time of checking, we found no open call for service micro-enterprises under which a salon would qualify. Below you will find the conditions of the North-East call, the costs that can be funded, common mistakes and the steps to follow if your company is in another region.

Which call suits a salon right now?
The North-East call for micro-enterprises funds the modernisation of existing small companies, so not only production. The managing authority states explicitly that it can fund the construction, extension or modernisation of production or service premises, as well as equipment, furniture and IT fittings. This makes it compatible, as a type of investment, with a hairdressing, cosmetics or massage salon.
Eligibility, however, is decided not by the type of investment but by the field of activity. The investment must target a field (CAEN code) that appears in Annex 5 – List of eligible fields of activity. This annex is part of the official archive of the guide. We were unable to confirm the exact CAEN codes for hairdressing, beauty or massage from the official source. That is why the first step is to open Annex 5 in the guide archive and check the CAEN Rev. 3 code you want to fund.
Who can apply?
According to the guide published by ADR North-East, the applicant must meet the following conditions:
- be a micro-enterprise (fewer than 10 employees and turnover or total assets of no more than €2 million), established under Law 31/1990 and with its registered office in the North-East region;
- have been active for at least one full financial year, with no periods of suspension;
- have recorded operating profit (greater than 0 lei) in the previous financial year;
- meet the condition on the average number of employees set out in the final guide;
- not exceed the de minimis ceiling of €300,000 over three years, calculated at the level of a single undertaking (Regulation (EU) 2023/2831).
A PFA (sole trader) or an II does not qualify, because the guide requires a company established under Law 31/1990. Likewise, a salon opened this year does not yet have a full financial year completed.
What costs can a salon fund?
The eligible categories officially announced suit a salon well:
- works to build, extend or modernise the service premises;
- equipment, apparatus, installations and furniture (for example treatment chairs and beds, cosmetic equipment, ventilation systems);
- IT equipment and digitalisation solutions, such as online booking or management software;
- renewable energy systems: photovoltaic panels, solar thermal panels, heat pumps;
- intangible assets: licences, software, trademarks;
- marketing and branding activities.
The purchase of vehicles and means of transport is not eligible. Ordinary consumables (dyes, creams, disposable products) are operating costs. They are not investments and do not fall under the categories above.
Salon premises: owned or rented?
Many salon owners work in rented premises. The guide accepts several forms of right over the premises: ownership, concession, superficies, usufruct, loan for use, lease or rental. The right must cover both the implementation period and the sustainability period of the investment. If the project includes construction works, only ownership, concession or superficies are accepted. In practice, a rented salon can apply for funds for fittings and refurbishment. For construction or extension works, it needs a different type of right over the premises.
What can you do if your salon is not in the North-East?
At the time of checking, we found no open call for service micro-enterprises in other regions. Regional development agencies publish their intentions in indicative launch calendars. For example, ADR South-East has an indicative calendar for 2026, updated on 15 July 2026. The dates in these calendars are indicative and may change. The concrete conditions, including the list of CAEN codes, appear only in the guide under consultation and then in the final guide. Until then, you can quickly check with the eligibility check which programmes your company might qualify for.
What this means for your business
Our recommendation, for a salon in the North-East that wants to apply:
- Check your CAEN code today. Compare the CAEN Rev. 3 code of the activity you are funding with Annex 5. The code must also be registered with the Trade Register for the location of the investment. If it is missing from the list, the project cannot be submitted, however good it is.
- Check your 2025 balance sheet. The operating profit condition rules out many salons that have reduced their profit on paper through expenses.
- Plan the financing. The minimum grant is €100,000. For a small salon, this means an ambitious project: refurbishment, equipment, digitalisation, possibly photovoltaics. You need the own contribution of at least 10% and money for ineligible costs and, where applicable, VAT. Without that, the investment makes no sense.
- Use the self-assessment tool provided by ADR North-East before commissioning the business plan. The 70-point threshold does not guarantee funding, because the call is competitive.
- Don't leave submission to the last day. The qualified electronic signature, the MySMIS2021 account and the ownership or lease documents take time.
Frequently asked questions
Can I get EU funds for a new salon opened this year?
Not through the North-East call for micro-enterprises. The guide requires at least one full financial year of activity and operating profit in the previous financial year, so companies established in 2026 do not meet the conditions.
Is any hairdressing, beauty or massage salon eligible?
Only if the activity in which the investment is made appears in Annex 5 of the guide, the list of eligible fields. The check is made against the CAEN Rev. 3 code, directly in the official document in the guide archive.
How much do you have to contribute from the company's own funds?
At least 10% of the value of eligible costs, plus the project's ineligible costs. The grant is between €100,000 and €300,000 and is awarded as de minimis aid.
Can I apply if the salon operates in rented premises?
Yes, if the contract covers the implementation period and the sustainability period of the investment. For construction works, however, the guide accepts only the right of ownership, concession or superficies.
What is the deadline for submitting applications?
Applications are submitted in MySMIS2021 between 28 September and 28 October 2026. The call is competitive, and projects scoring below 70 points are rejected.
