The obligation to register in the e-Factura register for individuals

The Galați Regional General Directorate of Public Finance has issued an important reminder for individuals who are fiscally identified by their CNP and who earn income from independent activities, such as journalists, influencers, artists or other similar professional categories. These individuals are required to submit Form 082 for registration in the RO e-Factura register by 26 May 2026. This requirement is imposed in the context of ANAF's adoption of the e-Factura system, which aims to digitalise and increase the transparency of fiscal flows in Romania.

Context and legislative framework of the e-Factura system

The e-Factura system was designed to digitalise the invoicing process, replacing paper documents with electronic invoices sent in real time or near real time to the ANAF platform. This measure aims to reduce tax evasion, enable more effective tax control and speed up administrative processes for all taxpayers. Until now, the obligation to use the system mainly concerned legal entities and entities with a high turnover, but with the start of a new stage, authorised individuals and those with independent income identified by their CNP are also being included in the RO e-Factura register.

It is important to note that, according to the ANAF announcement, individuals who earn income exclusively from copyright are exempt from this obligation, giving them a more flexible position than other professional categories.

Who is subject to the obligation and the advantages of joining e-Factura

The individuals covered by this obligation are those who carry out independent activities and issue invoices to clients for services provided or goods delivered. They include, but are not limited to, journalists, online content creators (influencers), artists, consultants, freelancers and other professionals who are fiscally identified by their CNP. Registration in the e-Factura system requires the correct submission of invoices in electronic format, with a secure and unique series, which is validated by the ANAF platform.

The advantages for entrepreneurs who join the e-Factura system are numerous: easier accounting processes, a lower risk of errors and tax non-compliance, access to a clear and transparent history of fiscal transactions, and more efficient cooperation with the tax authorities. The system also encourages the adoption of modern technology in finance and accounting, which is becoming increasingly important in a digitalised economy.

What documents and steps are needed to register in the e-Factura register

Individuals who must register need to complete and submit Form 082, which contains their tax identification data and other details required for inclusion in the RO e-Factura register. The form can be submitted either online, through the ANAF Virtual Private Space (SPV), or at the counters of the competent tax administration.

To complete the request correctly, we recommend that you check the following:

  • The accuracy of your personal and tax data (CNP, tax address, etc.)
  • That you hold a qualified digital certificate, needed to sign invoices electronically
  • That you have the technical equipment to generate and send invoices in electronic format in line with ANAF standards
  • Consulting an accountant or tax consultant to ensure compliance with the legislation in force

The request must be submitted by 26 May 2026 at the latest. This deadline allows no extension, on pain of penalties or being unable to issue valid electronic invoices.

What entrepreneurs should watch for and practical recommendations

For authorised individuals, freelancers or other professionals who have not previously used the e-Factura system, we recommend starting the preparation process early. This means getting clear information on the technical and administrative requirements, adapting your accounting software or acquiring a validated programme for generating electronic invoices, and securing tax advice.

It is essential to bear in mind that, from the deadline onwards, invoicing through e-Factura becomes mandatory for income earned by independent individuals. Failing to comply may lead to penalties or difficulties in your relationship with clients, especially partners who require tax documents in a valid electronic format under the legislation.

Another point is to check the exceptions set out by law, for example for copyright income, to which this obligation does not apply automatically. We recommend regularly consulting official ANAF communications and implementation guides to avoid any misunderstandings.
