PR Bucharest-Ilfov 1.7: €25 million for the advanced digitalisation of SMEs, guide in preparation Programme sheet · Opening soon Bucharest-Ilfov PR — Action 1.7: advanced digital transformation of SMEs

The Regional Development Agency Bucharest-Ilfov (ADR BI) is preparing call for proposals 1.7 "Support for the advanced digital transformation of SMEs", with an allocation of 25,000,000 euro. The funds are for micro-enterprises and SMEs in Bucharest and Ilfov that want to invest in ERP systems, web applications, cybersecurity and the digitalisation of internal processes. ADR BI's indicative timetable provides for the final guide to be published in October 2026, and for the call to open and close in December 2026.

As of 26 October 2026, the final guide had not yet been published. The call is not open and no projects can be submitted.

In brief

  • Programme: Bucharest-Ilfov Regional Programme 2021-2027, Priority 1, Action 1.7 – Support for the advanced digital transformation of SMEs
  • Authority: ADR Bucharest-Ilfov, the Managing Authority for the Bucharest-Ilfov PR
  • Beneficiaries: micro-enterprises and small and medium-sized enterprises in the Bucharest-Ilfov region
  • Total budget: 25,000,000 euro
  • Call type: competitive
  • Submission period: estimated for December 2026 (opening and closing in the same month, according to the indicative timetable)
  • Status: in preparation; the final guide, expected in October 2026, has not yet been published

What will be eligible for funding?

According to the ADR BI announcement of 28 September 2026, call 1.7 targets:

  • the adoption of advanced digital technologies, tools and services;
  • the implementation of ICT and ERP systems;
  • web applications;
  • cybersecurity solutions;
  • the digitalisation of internal processes and of relations with suppliers and customers.

The exact list of eligible costs, the ceilings per category and the applicable state aid rules have not been officially published. They will be set out in the final guide.

How much can a company receive and how much must it contribute?

The minimum and maximum value per project, the intensity of support and the mandatory own contribution have not been officially published on the ADR BI pages for call 1.7. Figures for the grants have circulated in the press, but until the final guide appears we do not consider them confirmed. We recommend that you do not build your budget on these figures until they are published by the Managing Authority.

What has happened so far?

Before the launch, ADR BI held an online questionnaire consultation with the private sector, under the message "You tell us the need. We build the call". Companies were asked what level of digitalisation they have, what they want to invest in and what costs they estimate. The questionnaire closed on 13 October 2026. The agency stated that the call documentation is "in preparation and finalisation" and that any update to the launch timetable will be announced on ADR BI's official channels.

How and when will applications be submitted?

According to the indicative timetable, the call would open and close in December 2026. This suggests a short submission window, although the exact duration has not been announced. Projects for the 2021-2027 regional programmes are usually submitted in MySMIS2021. The specific submission conditions will be those in the final guide.

What this means for your business

Our recommendation is to use the period until the guide is published to prepare, not to wait:

  • Define the concrete need. Which process do you want to digitalise (sales, stock, production, invoicing, customer relations) and which measurable problem does the investment solve. Evaluators usually emphasise the link between the investment and the company's results.
  • Request quotes from suppliers. For ERP, web applications or cybersecurity, detailed quotes (licences, implementation, training, associated hardware) help you set a realistic budget as soon as possible after the guide appears.
  • Check your company data. The financial statements filed, the registered office or place of business in Bucharest or Ilfov, the CAEN code of the activity and the history of de minimis aid received. These are usually the first eligibility conditions to be checked.
  • Plan the co-financing. Even if the percentage has not been announced, the company will have to pay its own share and the ineligible costs, including VAT where it is recoverable.

A common pitfall in competitive calls with a short window: companies start preparing only after the launch and lose time on documents that do not depend on the guide. To find out quickly whether your company fits the general profile, you can use the eligibility check.
