Who can apply
Consortia, not individual organisations. In single-stage calls (call 14), any legal entity, regardless of status or turnover, established in an EU Member State, in a country associated to Horizon Europe or in a low- or middle-income third country can receive funding. In two-stage calls (call 15), companies with an annual turnover of €500 million or more, and members of the pre-identified industry consortium, who take part with in-kind contributions, do not receive funding. In Romania, this suits universities, hospitals, research institutes, medtech, biotech and medical software SMEs, and patient associations.
What it covers

Frequently asked questions
When will IHI calls 14 and 15 be launched?
IHI announced on 15 October 2026 that calls 14 and 15 are planned for launch in early 2027. The exact opening dates and submission deadlines have not been published. The provisional topics were published in advance so that applicants can start building consortia and preparing proposals.
What themes does IHI call 14 cover?
Call 14, which has a single stage, has four provisional topics: new approaches without animal testing for the discovery and preclinical development of medicines and medical technologies; validated predictive approaches for the clinical development of personalised health technologies; integrated, scalable and patient-centred care systems; and preparing manufacturing and clinical centres for advanced therapy medicinal products (ATMPs).
What themes does IHI call 15 cover?
Call 15, which has two stages, has two provisional topics: a common European approach to equitable patient access to compassionate use of medicines, and healthcare system decisions based on surrogate evidence (early endpoints), for faster patient access to treatments.
Who in Romania can receive IHI funding?
Romania is an EU Member State, so Romanian legal entities are eligible. In single-stage calls, any entity can receive funding, regardless of status or turnover. In two-stage calls, companies with an annual turnover of €500 million or more, and members of the pre-identified industry consortium, do not receive funding. IHI projects are collaborative, so you apply as part of a consortium, not individually.
What is the budget for IHI calls 14 and 15?
The budget per topic has not been officially announced; the texts are provisional and may be changed considerably until they are approved by the IHI Governing Board. As an order of magnitude, call 13 has an IHI contribution of €53.2 million plus €31.6 million from industry, and call 12 had a maximum IHI contribution of €163.1 million. The total IHI budget for 2021–2027 is €2.4 billion.
Why does it matter that calls 14 and 15 are the last under the IHI programme?
IHI has stated that calls 14 and 15 will be the last to be launched under the current programme, which ends in 2027. For Romanian organisations wishing to join IHI projects, these are the last chances to take part under this funding framework, so consortium building should start immediately, based on the published provisional topics.
How long does it take to prepare the application?
It depends on the complexity of the project and the documents you already have. The first step is the eligibility analysis, which tells you what needs to be prepared.
What happens if I do not qualify?
We tell you before any contract is signed, and if another suitable programme exists, we point you to it.
